About this file

This document is a Questions and Answers (Q&A) response for a federal contract solicitation for video surveillance systems. The Q&A addresses multiple technical clarifications about the Statement of Work (SOW), including storage requirements, equipment specifications, and system configuration. Key resolutions include:

The government confirmed the need for separate workstations and VSS recording devices for each of the four screening stations, with each system comprising 5 cameras, 1 DVR, a monitor, keyboard, mouse, and rack. The systems are intended to be stand-alone for training purposes, with immediate video playback capability. The government declined to add network switch specifications or make VMS licenses upgradeable or transferable. The solicitation involves purchasing and installing four standalone Network Video Management System (NVMS) fixed camera systems at the Federal Law Enforcement Training Center, with work to be completed within 60 days of the Notice to Proceed.

Question #1

In section B.1.6 it states, “Each of the VSS DNVRDVRs shall retain video for a minimum of 10 days 10% additional storage space for future expansion. Each entrance VSS shall be a standalone system with storage calculated at full camera resolution, full frame rate, and low compression.

Then in section C.3.1 it states, “Each system should be capable of storing the recordings of up to eight (8) cameras at 30 frames per second (FPS) for a minimum of ten days.”

Based on the SOW there are 5 cameras on each system, per B.1.6 the storage would be calculated at 5 cameras plus 10% and per C.3.1 the storage calculation would be 8 cameras at 30fps. These 2 requirements conflict and would provide different storage calculation results.

Will the government clarify which requirement is required and update that requirement in the SOW? They do not conflict. Section B: Description of New System. Section C.3 is Video Storage Requirements. Storage to be calculated based upon Video Storage Requirements. Each system will originally have 5 cameras, but we want enough storage for 8 cameras in case we expand in the future. What we are also saying is each of the DVR or NVR should be capable of handling eight cameras minimum.

Question # 2,3,4

C.2.2

The Contractor shall provide and install a complete statically assigned IP based VSS to include, but not limited to, Network Video Management System Video Surveillance Systems (NVMSVSS) capable of viewing, recording, playback, and exporting of video, cameras, servers, video storage, workstations, and network routers/switches. Provide and install camera mounts and other appurtenances, premise wiring, and system hardware as required for a complete and fully operational system as specified in this SOW. The installed system shall easily be expandable for future growth.

The government removed the network switch requirement from B.1.7 Contractor furnished equipment. A network switch is a key part of any VSS solution for any VSS solution as it provides the connectivity of the workstation, VSS server and cameras. Also based on the language in C.2.2 it clearly states the contractor to supply a complete VSS solution.

Does the government plan on supplying a switch because it’s not in section B 1.7 Contractor Furnished Equipment? No

Will the government add this requirement back to section B.1.7? No

Will the government add a minimum specification for network switch in section D ? No

By removing the items in red, it alleviates these questions.

Question # 5 & 6

C.5.2 The Contractor shall install a rack mounted combination display, keyboard, and mouse at a usable height, at each rack location connected to the new NVMSVSS Server for system configuration and administration.

A rack mounted combination display, keyboard, and mouse is not included in B 1.7 Contractor Furnished Equipment. The racks and monitors are included in the SOW, and the keyboard and mouse for each rack have now been added.

For clarity, will the government update "B.1.7 Contractor Furnished Equipment" to include this requirement? NA

Will the government add a minimum specification for rack mounted combination display, keyboard, and mouse in section D ? NA

Question # 7

In section D.2 minimum workstation specification there is this information that was previously marked as "Multimedia Storage Requirements"

This is a common generic specification of a VSS recording server in a VSS system.

It appears the government intended this specification to actually be under section D.1 and not under D.2 as it references "multimedia storage", "Archiving" and "archiving drives" which are all part of a recording system in a VSS solution.

Would the government verify this information and make the necessary corrections to the SOW to put this minimum specification requirement under section D.1 that references the VSS recording requirement? Changed

Quesion #8 & 9

Reference the following sections:

B.1.7 contractor supplied equipment the DVR and Workstation and listed together on the same line item. There are several areas within this SOW that reference clearly there are to be separate workstations on each system and that workstation to be from the same manufacturer as the cameras and VSS recording device. Changed line item in B.1.7 to just DVR

C.4.1

Each workstation will have a computer video monitor for viewing and playback of all cameras. The Contractor shall install one 32-inch LCD 4K UHD, 16:9 (M4K43-G2-NA or equivalent) monitor above the video rack at each of the four (4) screening entrance locations. Final mounting location shall be approved by the FPS PM.

C.7.1

c) One (1) Remote Monitoring Workstation to match same camera VSS brand at each of the entrance locations for a total of four (4). Workstation location shall be coordinated with the FPS COR/PM before installation.

C.5.2 The Contractor shall install a rack mounted combination display, keyboard, and mouse at a usable height, at each rack location connected to the new NVMSVSS Server for system configuration and administration.

Also it's clear under section D.1 which references the VSS recording device and section D.2 which references the VSS workstation that these are 2 separate items however they are combined in D.1.7 contractor supplied equipment.

The government also removed the requirement of a video server from multiple areas of the SOW. A video server is required for any complete VSS solution to record video.

This SOW has a requirement to record video in sections B.1.6 and C.3.1 and there is also a minimum specification in section D.1 VSS that references a VSS recording solution.

The above information clearly defines the workstation and the VSS will have dedicated monitors to each device.

Does the government require each VSS solution to have a separate workstation and a seperate VSS recording device? YES

Will the government update section B.1.7 Contractor supplied equipment and make the VSS recording device and the workstation requirements as separate line items to avoid confusion of deliverables? Changed jdolloff Inserted Text B

Question #10 per

D.1.5 All components/equipment licensing fees for the newly installed NVMS VSS shall be nonrecurring.

Does the government want the video management software (VMS) license to be upgradeable to future released versions at no additional cost? NO

Does the government want the video management software (VMS) license to be transferable to new hardware at no cost, in the event that the current hardware reaches its end of life or experiences a catastrophic failure? NO

Question #11 & 12

Prior to this SOW Amendment #2, are all previous Questions and Answers null and void? Yes

If not all Questions and Answer are not null and void, will the government clearly define which Q&A statements are? N/A

Question #13

Would the government add the minimum Network switch specification back to the SOW?

No, we do not need an NVS. This is a stand-alone system for each screening station.

Question #14

Would the government add the network switch back to the "contractor supplied equipment? No

We understand that if you were installing an IP camera system, a NVS would be correct. However, we only want a stand-alone system at each screening station for playback for training purposes. This system is strictly for training and does not require a networked system.

Our intent is to have a stand-alone video system at each screening station. Each system should have 5 cameras, 1 DVR, a monitor, keyboard, mouse, and a rack to put them in, monitor on top. They don’t need to be on a network or viewable from offsite, just video that is able to do immediate playback for students after they run the screening stations in training.
