70FBR419R00000008 Request for Delivery Order Proposal Attachment 08

Dear Federal Government Contractor:

The Federal Emergency Management Agency’s requests that you submit technical and cost proposals in response to this Request for Delivery Order Proposal. This solicitation is being competitively issued as an initial delivery order of 300 travel trailers, which will be issued to one or more awardees under forthcoming Indefinite-Delivery Indefinite-Quantity Contracts in response to solicitation 70FBR41900000008, pursuant to FAR Subpart 16.5 Indefinite Delivery Contracts. The services sought from this order include travel trailers in accordance Attachment 04 - Statement of Work applicable to the aforementioned solicitation.

The Government intends to issue delivery order(s) resulting from this request from one or more of the forthcoming Indefinite-Delivery Indefinite-Quantity Contracts. The award of the delivery order will be made on a best value basis, using technical approach and price as the evaluation criteria.

The Government intends to award multiple indefinite delivery/indefinite contracts resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers

All evaluation factors other than cost or price, when combined, are approximately equal to cost or price.

Technical Approach: The contractor’s proposal shall be evaluated on its technical capability to deliver the requested amount of trailers, in this case 300 travel trailers based on a 30-day delivery schedule, e.g.

chart delivery schedule based on daily delivery potential over the 30-day period. All trailer types need to conform to the specification in the Attachment 04 - Statement of Work.

Price: The contractor’s proposed pricing shall be evaluated for reasonableness.

In the event the Government decides to award more than one delivery order, priority will be given to the preferred vendor. The preferred vendor will be chosen based on the results of the delivery order competition.

The vendor that proposes the best value to the Government will be the preferred vendor.

Please be advised, funds are not presently available for this delivery order. The Government’s obligation under this request is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this delivery order and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer.
