Delivery Order Instructions

The Government will provide awardees a fair opportunity to be considered for each order in accordance with FAR 16.504. Proposals may be evaluated based on the following; capacity, price, delivery, and past performance, to include performance on previous orders placed under any contracts that are awarded in response to this requirement.

Delivery orders will be utilized to accomplish supply requirements under IDIQ contracts awarded from this requirement. Written delivery orders will be issued by a FEMA warranted Contracting Officer in accordance with FAR 52.216-18 Ordering from the effective date of the contract to the expiration date of the contract.

Each delivery order will specify the task, quantity, delivery location, and the required delivery schedule in accordance with the terms of the contract.

All quotes provided in response to delivery order proposal requests will be valid for at least 30 days.

Contractors are strongly encouraged to offer discounted pricing form established contract prices.

When FEMA has a requirement, the order proposal request may be submitted to the awardee(s) via e-mail and/or via telephone call to the person designated as the 24-hours point of contact. Oral or telecommunicated orders will be allowed under this contract only for emergency conditions. Such orders will be confirmed by a written delivery order within three (3) days following placement of a verbal order.

In addition, a verbal/written notice to proceed (NTP) may be applicable at times. If this is the case, a written delivery order will be issued within three (3) after issuance of the NTP. Only a FEMA warranted Contracting Officer will be authorized to place orders under any awarded IDIQ contracts.

Awardee(s) will have a minimum of one (1) and a maximum of four (4) hours to respond to any requirements under any IDIQ contracts awarded in response to this solicitation.

Awardee(s) must be accessible to initiate deliveries within 48 hours after receipt of any orders placed under any IDIQ contracts awarded in response to this solicitation.

Issuing Orders

Each delivery order will at a minimum include the following:

・ IDIQ Number and Order Number

・ Contracting Officer / Contracting Officer’s Representative

・ Place & Period of Performance

・ Description of the items to be requested
