About this file

This is a Questions and Answers document for FEMA Region 1's Mini-Split System installation solicitation (70FBR126Q00000005). The document addresses four key inquiries from prospective contractors regarding technical and logistical specifications for the project.

The Q&A clarifies that the concrete walls to be drilled contain double reinforced rebar at unknown exact locations, requiring contractors to exercise caution during installation. Regarding line sets for the system, the SOW specifies they must be covered with slim duct, though ceiling installation is permissible if approved by the FEMA Contracting Officer's Representative (COR) and contractor in a neat workmanship manner. All wiring must comply with national and local electrical codes. For water line isolation and shutoff access, the document indicates that the FEMA COR or project manager will handle closing the isolation shutoff during work and restoring it upon completion. A reference to an attached image (image1.jpeg) showing the condenser location is noted but not provided in this Q&A document. This amendment (A0002) was posted to clarify requirements following Amendment A0001, which extended the proposal due date to Monday, August 17, 2026 at 10:00 AM.

Question FEMA Response

Are there any specifications for the concrete, any special reinforcing materials, any steel or rebar reinforcing materials in the walls to be drilled?
The concrete wall contains double reinforced rebar. The exact location of the rebar is unknown.
is there an allowance for exposed line set given the requirement for access to the low voltage box and other electrical boxes/ coverings.
Line sets are listed in SOW covered with slim duct. Wiring should be complete to national and local codes.
is it possible to run line set on the ceiling?
Line sets must be inside slim duct, if agreed location with contractor and FEMA COR, ceiling might be used installing neat workmanship manner.
Is there isolation for that water line, are there any access issues for the location of that shutoff?
FEMA COR/project manager will close isolation shutoff if needed and restore when complete.
