Please confirm that the Subcontracting Plan, referenced on Page 111, is indeed NOT required in Phase II – Volume IV and, therefore, will not be evaluated.
2. We suggest that the Subcontracting Plan be removed from the Evaluation of Phase II - Volume IV bulleted list (PDF page 111) as it is not required with submission and, therefore, can’t be evaluated. Our concern is with the Volume IV directions language that states, “The Government will review the following for submission and completeness (any omission may render proposal nonresponsive).” The Subcontracting Plan is listed as one that will be reviewed and if not included, will render a contractor nonresponsive.Subcontracting PlanThe subcontracting plan is due seven (7) days post contract award. Most contractors perform work relevant to PA TAC as Joint Ventures.Past Performance- JVJoint Venture contracts are allowable to be submitted as Past Performance examples. 7PDF Page 30, Section C, Part 3, paragraph 3.1.1 Task Order Management Task specifies “the contract does not allow for billable labor hours for Task Order Management (PMO),” which appears to conflict with paragraph 1.6.8 – Contract Type (PDF Pages 21-22) which specifies that CLIN 0003 Task Order PMO Rate will be a labor hour/time & materials CLIN “not to exceed 3% of CLIN 0002 labor hours cost”. Please update paragraph 3.1.1 to align with paragraph 1.6.8.PMO RatePer PWS sections 1.6.8 and 3.1.1 "The contractor shall propose a Task Order Project Management Office Rate, not to exceed 3% of CLIN 0002 labor hour costs. Furthermore, reference to Section C, Part 1 is made throughout Section L and M as well.

Question: Section C, Part 1 covers the full breadth of the contract in general terms. Can the gov't be more specific as to which subparts of offeror's need to demonstrate comparability - for example 1.3 Scope and 1.4 Performance Objectives? Factor 1 – Relevant Experience, criteria d, page 100; and Section L and Section M Relevant Experience Subparts of Section C.1 that contractors should demonstrate relevant experience in are as follows:

26Our interpretation of CLIN 0003 PMO Rate is that the 3% is a fixed rate applied to the field labor. For example, we would invoice 3% of the field labor costs total and not the actual labor hours expended under CLIN.

Per PWS sections 1.6.8.c, "The contractor shall propose a Task Order Project Management Office Rate, not to exceed 3% of CLIN 0002 labor hour costs. PMO costs will be based on actual hours of CLIN 0002 costs billed at the end of each period of performance to include base, option and extension."

e.g., CLIN 0002 total labor costs = $100,000; CLIN 0003 total cost not to exceed $3,000.

First month's invoiced CLIN 0002 total labor costs = $10,000

•Factors 2 – 5 shall be part of the best value tradeoff process.
•Factors 2 – 4 are nonprice factors Factor 5 is the price factor.

Best Value is the expected outcome of an acquisition that, in the government’s estimation, provides the greatest overall benefit in response to this requirement, and within the tradeoff process. Award may be to an other than the lowest priced offeror or to an other than the highest technically rated offeror.

Note: Offeror may submit one (1) proposal for each zone; and each zone proposal shall demonstrate capabilities relative to that zone. A successful offeror will be awarded one IDIQ contract which means there will be four (4) different IDIQ Contract Holders.Solicitation, Section L.9.
41The pricing schedule includes PMO positions that are not included in Attachment 1, Labor Category Qualifications. The statement on page 103/104 and the statement on page 19 seem to contradict each other.
