“The degree in which the Offeror demonstrated that the Key Personnel will fulfill the requirements and duties found in the PWS and has all the required experience as described in Attachment 2– Labor Category Description.”

There is no Attachment 2 included in the RFP files on Deltek GovWin or SAM.gov.

Worker Shelter; understanding the contractor requirement, If consolidated resources between FEMA and Contractor were utilized a smaller and more efficient parasitic footprint would be facilitated as well as a collapsing footprint as exfil takes place.

QUESTION: Will this also be a consideration during preplanning? Response: Recommend no changes to this requirement as stated in the PWS.

Demonstrated Experience

Under, the government states that the offer will be evaluated on “The degree in which the Offeror demonstrated that the Key Personnel will fulfill the requirements and duties found in the PWS and has all the required experience as described in Attachment 2–

Labor Category Description.” Is the offeror supposed to propose “key staff” in the Demonstrated Experience section? Additionally, there is no Attachment 2 – labor category description of Key Personnel. Can the government provide Attachment 2 with a definitive list of all the key personnel positions and the government’s requirements for each of those positions? Attachment E will be uploaded.

Does the government want resumes for proposed key personnel? If so, is there a page limit for each resume?

If resumes are required, we request that they not count against the 20-page technical proposal page limit? Response: Yes, resumes are requested for key personnel and pages should not exceed 3 pages per key personnel. Recommend resume pages be not counted against technical proposal pages.

Section M does not provide information on how Past Performance will be evaluated. How many projects does the government want submitted and what are the requirements for those projects, e.g. limits on age, etc.

? Response: The Offeror shall provide relevant past performance information in relation to similar complexity and magnitude of this procurement, considering such factors as similar size, scope, complexity, completed by the firm. The Offeror shall identify three (3) to five (5) contracts or task orders

Does the government require CPAR information for Federal Past Performance Projects and if commercial projects are used, does the government have a past performance questionnaire that they will require to be completed? Response: Yes, CPARS are recommended.

No Questionnaire other than providing the information request in section M.

When the government procured services for this requirement in 2021, the government allowed for a 50-page technical proposal for essentially the same requirements presented in this solicitation. Will the government increase the technical proposal page limitation to 50 pages? Response: Yes, recommend increases technical proposal pages to NTE 50 pages.

Section M

Response Date Given the number of questions and how critical answers to these questions are to an offeror preparing a proposal, we request that the submission deadline be extended to 30 days after the government provides responses to these questions. Response: The date for proposals is indicated as August 28, 2025 at 12:00PM ET. No additional days will be granted.
