About this file
This document is a Quality Assurance Surveillance Plan (QASP) for an Aviation Ground Support contract with the Federal Emergency Management Agency (FEMA). The QASP outlines performance objectives, standards, and monitoring methods for multiple task areas including airfield surveys, operational planning (OPLAN), training, equipment deployment, and field operational support for small and large-scale evacuations. The contract is a Multiple Indefinite-Delivery, Indefinite-Quantity (IDIQ) with a one-year base period and four one-year option periods, aimed at providing aviation ground support services to assist in mass evacuations during major disasters.
Key performance metrics include 100% compliance for deliverables, timely submission of documents, accurate stakeholder identification, deployment within 24 hours of task order issuance, and comprehensive operational site management. The QASP includes detailed incentive and disincentive structures tied to Contractor Performance Assessment Reporting System (CPARS) ratings, with potential ratings ranging from "Very Good" to "Unsatisfactory" across schedule, quality, and management categories. The contract is full and open, using NAICS code 488119 (Other Airport Operations), with performance locations to be determined at the task order level and potential coordination at FEMA Headquarters in Washington, DC.

Quality Assurance Surveillance Plan Air Evacuation Aviation Ground Support
This Quality Assurance Surveillance Plan (QASP) describes how government personnel will evaluate and assess contractor performance. The QASP is based on the premise that the Contractor, not the Government, is responsible for managing and ensuring that quality controls meet the terms of the contract. The QASP provides a systematic method to evaluate the services the Contractor is required to furnish.
This QASP has been developed to evaluate contractors’ actions while implementing the Statement of Work (SOW) and will be required and included in the IDIQ and all follow-on task orders, for the life of the IDIQ. It is designed to provide an effective surveillance method of monitoring Contractor performance for each listed objective on the Performance Requirements Matrix (PRM).
Definition of Terms in the PRM:
· Minor deficiency is any error in the deliverable product resulting from clerical or administrative errors.
· Major deficiency is any error that would cause the deliverable product to be determined unacceptable.
· Non-Compliance is an outcome that does not meet the requirements detailed in the Contract and Task Order
