Prepares mathematical models of problem areas in forms of one of several equations that relate constants and variables, restrictions, alternatives, conflicting objectives and their numerical parameters. The RFP states, “The Offeror shall identify three

Recent is defined as within the last three (3) years of the proposal due date.” Please confirm that usage of a recent past performance that has been active in the past 3 years but started prior to that time period will be evaluated for the entire period of performance.

21 RFP Section L.7 Proposal Submission Instructions

Instructions indicate that Offerors are to submit one (1) original and one (1) redacted copy for both Volume I and Volume II. Please clarify specifically what the Offeror should redact in the redacted copies.

Offeror should redact any references to the Offeror’s Company name

22 RFP Section B.2 Minimum and Maximum Amount

The referenced section includes the following statement: "The Contract(s) will expressly state that if the contractor exceeds the combined ceiling price of $52,214,895.46 of the IDIQ including the base period and all option periods."

This statement seems to be missing something.

With respect to use of Wage Determinations for bidding purposes, please advise as to which performance location should be used to develop the proposed labor rate for applicable SCA labor categories.

Section C.1 Background, Section C.5.b., and Attachment 4 Disaster Scenario Reese

In the third paragraph in the referenced RFP section C.1 it states that the operational window will be 30 continuous hours starting 48 hours and ending 18 hours in advance of the arrival of tropical force winds on the coast in a hurricane scenario. In RFP section C.5.b it states there is a 24-hour evacuation period. In Attachment 4, the scenario timing covers a period of 48 hours prior to storm arrival and 12 hours of storm arrival, which is 36 hours. Please clarify which time

25 RFP Section C.1 Background

In the third paragraph in the referenced RFP section there is reference to the State of Louisiana 2012-2020 deliberate evacuation CTN planning documents. Are these referenced documents accessible by the Offeror?

No, this reference is specific to another and separate ground transportation support contractor’s plans for the State of Louisiana and reference is based solely on the scheduled arrival and off-loading of evacuees from ground transportation vehicles or buses/motor coaches at airport initial screening (TSA) sites from central transportation nodes pick-up point in New Orleans, LA metropolitan areas. Any references to this requirement should be based on when and the expected frequency the offeror requires the buses to offload. Pax on a motor coach should be based on 45-50 paxs per bus ratio.

The Potential Activation Timeline provided in the reference section indicates that the "Contractor advance team is deployed to designated airport" at H-96 hours. It is followed at H-70 hours with the "Contractor receives notice (i.e. task order).

Will the contractor be required to deploy an advance team prior to Task Order award?

A number of requirements indicate that the Contractor will deliver reports and/or deliverables. Will the Government be providing a CDRL list covering the reporting and deliverables?
