About this file
This statement of work outlines requirements for generators to support disaster relief operations for the Federal Emergency Management Agency. FEMA seeks to procure generators ranging from 15kW to over 1MW to replace aging equipment and meet EPA Tier 4 emissions standards. The solicitation will result in multiple IDIQ awards for generators below and above 400kW to support distribution centers in various US regions and territories.
The statement of work specifies technical requirements for generators such as emissions compliance, fuel tanks, control panels, safety features, and warranties. It also requires training, delivery, and provides delivery locations. Generators must be equipped for parallel operation and transportable by air. Vendors must submit detailed specification sheets and delivery plans with proposals. Delivery and training schedules will be determined in task orders to distribution centers including locations in the continental US, Hawaii, Guam, and Puerto Rico.

PART 1: GENERAL
1.1 BACKGROUND
The Department of Homeland Security (DHS) – Federal Emergency Management Agency (FEMA) maintains a fleet of generators at Distribution Centers (DC) located at both the Continental United States (CONUS) and Other than Continental United States (OCONUS) locations, in order to support emergency response operations. The agency is currently updating the fleet to meet Tier 4Final EPA compliance.
1.2 SCOPE
The contractor shall provide generators and Generator Sets (and external tanks if applicable) to support Disaster Relief Operations.
1.3 GENERAL
The generator (and external tank, if applicable) requirement is to support FEMA’s generator fleet which is maintained to support emergency response operations; and the procurement is to fill shortfalls at identified locations (in IDIQ Task Order) within the fleet due to the lifecycle of generators. The generator requirement is set up as an IDIQ which gives FEMA the ability to place future orders for generators of various type(s) and sizes as described in the specifications below.
The Contractor shall provide primary and alternate (if applicable) Point-of Contact person(s) who will have the authority to commit the company, as required to execute the award. The contractor(s) shall furnish all professional, technical and clerical services as well as materials, equipment and facilities to meet the stated specifications and project requirements defined in this Statement of Work (SOW).
