The contractor shall provide generators with necessary fuel tanks and fuel lines (with proper connections and appurtenances as identified in the generator specifications, minimum and maximum kW range for each size, listed in Attachment 2 – Generator Criteria as specified in the award. Generators can generally be classified into the 401kW Above and 400kW and Below.

B.2 PRICE SCHEDULE

Offerors shall provide a detail breakdown for each contract line item numbers (CLINs) listed above. Contractor must use format in Attachment 1. If Attachment 1 format is not utilized, the proposal is deemed UNACCEPTABLE.

B.3 MINIMUM AND MAXIMUM QUANTITIES FOR MULTIPLE AWARD

CONTRACTS

As referred to in paragraph (b) of FAR Clause 52.216-22, “Indefinite Quantity” of this contract, the guaranteed contract minimum is the amount of the smallest generator to be purchase under this IDIQ per contract to include the base and option periods. The contract ceiling amount shall not exceed the maximum quantity of supplies, the total amount of supplies ordered under this shall not exceed the total productive capacity of all vendors under this contract.

PART 1: GENERAL

1.1 BACKGROUND

The Department of Homeland Security (DHS) – Federal Emergency Management Agency (FEMA) maintains a fleet of generators at Distribution Centers (DC) located at both within the Continental United States (CONUS) and outside Other than Continental United States (OCONUS) locations, in order to support emergency response operations.

The agency is currently updating the fleet to meet Tier 4Final EPA compliance.

1.2 SCOPE

The contractor shall provide generators and Generator Sets (external tanks if applicable) to support Disaster Relief Operations.

1.3 GENERAL

The generator (and external tank, if applicable) requirement is to support FEMA’s generator fleet which is maintained to support emergency response operations; and the procurement is to fill shortfalls at identified locations (in IDIQ Delivery Order) within the fleet due to the lifecycle of generators. The generator requirement is set up as an IDIQ which gives FEMA the ability to place future orders for generators of various type(s) and sizes as described in the specifications below.

The Contractor shall provide primary and an alternate (if applicable) Point-of Contact person(s) who will have the authority to commit the company, as required to execute the award. The contractor(s) shall furnish all professional, technical and clerical services as well as materials, equipment and facilities to meet the stated specifications and project requirements defined in this Statement of Work (SOW).

PART 2: CONTRACTOR DELIVERABLES

2.1 PRODUCTS

The contractor shall provide generators with necessary fuel tanks and fuel lines (with proper connections and appurtenances as identified in the generator specifications, minimum and maximum kW range for each size, listed in Attachment 2 – Generator Criteria as specified in the individual delivery order. Generators are classified into two categories 400kW below (to include external tanks which are indicated within specifications) and 401kW and above. Within each classification, there are sub-classifications which indicate the required ranges as specified in Attachment 2 – Generator Specifications.

The specific quantities, kW size requirement (minimum-maximum FEMA acceptable range) and delivery locations will be specified within the solicitation for the delivery orders themselves.

A detailed listing of all the required specifications is in Attachment 2 – Generator Criteria. Therefore, the specifications shall include, but not be limited to:

2.1 (a) - Generators 400kW and BELOW (CONUS & OCONUS):

Units are to be Skid Mounted to include 2ea FORK POCKETS (6”x10” x .250 and rub spacers) Rated for prime power Units must be a power module in a container Units must be 3-phase switchable 120/208v, 139/240v, and 277/280v. As per the required specifications, vendors SHALL provide hardware and/or software, manuals or other documentation (in digital (CD-disk) or hard copy) that provide DETAILED directions with allow FEMA mechanics to switch/set output voltages and phase configurations on generator and voltage regulator

Excitation SHALL be either: brushless with IVR OR brushless with AVR Load terminals SHALL be: bus bar with lugs Integrally mounted automated load bank system (56kW Units and above):

Units (56kW and above) shall contain an integrally – mounted automated load bank system shall have the ability to apply no more than 40% resistive load during periods of low temperature/load conditions.

SHALL have the capability to constantly monitor, sense and manage exhaust temperature with automatic shut-off for periods of high load conditions

SHALL have indicator light incorporated into the unit to indicate when load bank system is turned ON (“dummy light”)

Acknowledge that a delivery plan is included within the proposal submission (as stated in in the RFP)

Capacity plates and a unique 6-digit identification number Provide to the government at time of proposal submission, detailed specification sheets for each kW size (15 pages per size)

As part of this requirement, for diagnostic and troubleshooting purposes, the vendor SHALL provide any hardware and/or software, manuals or other documentation (digital (CD-Disk) or hard copy), to include all diagnostic codes, that will enable FEMA mechanics to perform all diagnostic’s available for the generator(s).

Additionally, as part of this requirement, the vendor SHALL provide one on-site training session at each Distribution Center for FEMA Mechanics on operational guidance with regards to the equipment. Training shall occur AFTER the delivery of all units to given location; no more than 30 days after receipt of generators. Training date(s) and time(s) are TBD dependent on generator delivery timeline – to be agreed upon by the contractor and the Government. Training SHALL include how to switch/set the output voltages and phase configuration on the generator and voltage regulators.

2.2 QUALITY

Equipment furnished under this award shall be NEW, of good quality, in safe operating condition and shall comply with all applicable standards and safety regulations including but not limited to EPA regulations. All safety devices shall be fully functional; to include all manual and automatic emergency shut-off mechanisms. All safety guards, warning labels, and safety related instruction labels shall always be properly affixed.

2.3 INSPECTION/ACCEPTANCE

Prior to delivery of the generator(s), local vendor is to conduct an initial inspection to ensure that the units is in Fully Mission Capable (FMC) condition. Due to up-tempo at time of delivery, the Government will conduct an inspection within 2 weeks of delivery.

Inspection will be completed by FEMA Technical Monitors who will be pre-identified at each destination (task order level). For all orders, the contractor shall obtain Proof of Delivery (P.O.D.) including the time of delivery, full delivery address; and the name and signature of the person who accepted the shipment. The contractor shall provide a customer representative/technician at the delivery location to ensure generators are operational before final acceptance at destination by the Government. FEMA mechanics will be onsite at time of delivery and will verify the mission readiness of each of the units upon acceptance at their respective locations. If the generator fails inspection the contractor will complete repair or replace within 30 days.

Hours of Performance: Work hours depend on local business practices and time zones.

The vendor shall schedule all delivery activities with the appropriate delivery point of contact after award (to be provided after award by the Project Officer).

Delivery is to include door to door transportation as well as any additional requirements for the labor and downloading of the generators/shipping containers (if applicable). Due to the shipping of generators to an OCONUS locations (when applicable), vendor needs to be prepared to successfully go thru customs inspection at Pod of Entry (POE), and continue delivery transportation to the distribution center. Vendors are to acknowledge that a delivery plan is included within the proposal submission (as stated in the RFP) as part of the requirement on Attachment 2 – Generator Criteria.

SECTION D - PACKAGING AND MARKING

All generators unit must be package and mark as stated below. Please understand that the government may change the packaging requirement as needed to meet the needs of the Agency mission.

Generators 400kW and BELOW (CONUS & OCONUS):

Units are to be Skid Mounted to include 2ea FORK POCKETS (6”x10” x .250 and rub spacers) Generators 401kW and Above (CONUS Locations):

o Unit Mounting (depending on SIZE) 401-750kW: Skid Mounted to include 2ea FORK POCKETS (6”x10” x .250 and rub spacers) 751->1mW: Chassis Mounted with an air ride suspension trailer

As per the required specifications, for the 704kW below units, vendors need to explain how generators would be manufactured with Tier 4Final engines (no aftermarket modification is authorized); and they also are required to provide documentation/proof that engines will meet the Tier 4Final engine capability requirements. Please see the SOW for additional details.

E.2 Quality Equipment furnished under this award shall be NEW, of good quality, in safe operating condition and shall comply with all applicable standards and safety regulations including but not limited to Environmental Protection Agency (EPA) regulations. All safety devices shall be fully functional; to include all manual and automatic emergency shut-off mechanisms. All safety guards, warning labels, and safety related instruction labels shall always be properly affixed.

E.3 INSPECTION AND ACCEPTANCE

The Government reserves the right, at all reasonable times, and upon reasonable notice to the Contractor, to inspect or otherwise evaluate the work performed or being performed at the location(s). Prior to delivery of the generator(s), local vendor is to conduct an initial inspection to ensure that the units is in Fully Mission Capable (FMC) condition.

Due to up-tempo at time of delivery, the Government will conduct an inspection within 2 weeks of delivery. Inspection will be completed by FEMA Technical Monitors who will be pre-identified at each destination.

For all orders, the contractor shall obtain Proof of Delivery (P.O.D.) including the time of delivery, full delivery address; and the name and signature of the person who accepted the shipment. The contractor shall provide a customer representative/technician at the delivery location to ensure generators are operational before final acceptance at destination by the Government. FEMA mechanics will be onsite at time of delivery and will verify the mission readiness of each of the units upon acceptance at their respective locations. If the generator fails inspection the contractor will complete repair or replace within 30 days.

F.2 TERMS OF THE CONTRACT

The contract shall be effective as of the execution date and shall continue through five years one base plus four (4) option periods, except that delivery orders placed prior to the expiration date shall remain in full force and effect until deliveries have been completed and payments, therefore, have been made.

1. The Period of Performance shall be from the date of contract award through 12 months.

2. If Option 1 is exercised, the Period of Performance shall be from the effective date of the option through 12 months.

3. If Option 2 is exercised, the Period of Performance shall be from the effective date of the option through 12 months.

4. If Option 3 is exercised, the Period of Performance shall be from the effective date of the option through 12 months.

5. If Option 4 is exercised, the Period of Performance shall be from the effective date of the option through 12 months.

Hours of Performance: Work hours depend on local business practices and time zones.

The vendor shall schedule all delivery activities with the appropriate delivery point of contact after award (to be provided after award by the Project Officer).

Delivery is to include door to door transportation as well as any additional requirements for the labor and downloading of the generators/shipping containers (if applicable). Due to the shipping of generators to an OCONUS locations (when applicable), vendor needs to be prepared to successfully go thru customs inspection at Pod of Entry (POE), and continue delivery transportation to the distribution center. Vendors are to acknowledge that a delivery plan is included within the proposal submission (as stated in the RFP) as part of the requirement on Attachment 2 – Generator Criteria.

F.4 52.247-57 Transportation Transit Privilege Credits. (APR 1984)

(a) If the offeror has established with regulated common carriers transit privileges that can be applied to the supplies when shipped from the original source, the offeror is invited to propose to use these credits for shipping the supplies to the designated Government destinations. The offeror will ship these supplies under commercial bills of lading, paying all remaining transportation charges connected with the shipment, subject to reimbursement by the Government in an amount equal to the remaining charges but not exceeding the amount quoted by the offeror.

(b) After loading on the carrier's equipment and acceptance by the carrier, these shipments under paid commercial bills of lading will move for the account of and at the risk of the Government (unless, pursuant to the Changes clause, the office administering the contract directs use of Government bills of lading).

(c) The amount quoted below by the offeror represents the transportation costs in cents per 100 pounds (freight rate) for full carload/truckload shipments of the supplies from offeror's original source, via offeror's transit plant or point, to the Government destination(s) including the carrier's transit privilege charge, less the applicable transit credit (i.e., the amount (rate) initially paid to the carrier for shipment from original source to offeror's transit plant or point).

(d) The rate per CWT quoted will be used by the Government to evaluate the offered f.o.b. origin price unless a lower rate is applicable on the date of bid opening (or closing date specified for receipt of offers). To have the offer evaluated on this basis, the offeror must insert below the remaining transportation charges that the offeror agrees to pay, including any transit charges, subject to reimbursement by the Government, as explained in this clause, to destinations listed in the Schedule as follows:
