Resource Capability and Transportation Support during Disasters (RCTSD) Program Williford Thomas Program Manager Logistics Management Directorate / Transportation Management Branch
RCTSD -Background Federal Emergency Management Agency (FEMA) has the responsibility of supporting States, Local, Tribal, and Territories with Disaster Response and Recovery efforts.
A major part of the initial response effort revolves around providing the affected area with Initial Response Resources (IRR).
These resources include life supporting, life sustaining IRR commodities such as, but not limited to; water, meals, cots, tarps, plastic sheeting, blankets, sandbags, generators, and fuel which are needed to lessen potential damage caused before or after a disaster; or to temporarily mitigate damage after an incident such as a hurricane, earthquake or tsunami, etc.
FEMA lacks readiness of the aforementioned IRR commodities in OCONUS locations, due to insufficiency of an IRR footprint, unavailable warehousing space and minimum full time FEMA personnel.
RCTSD -Scope FEMA requires Continental United States (CONUS) to OCONUS maritime, air, ground transportation, drayage services and cross docking capability within the affected states and territories.
The scope of each contract vehicle to support the aforementioned OCONUS shortfalls will encompass providing 20’ and 40’ shipping containers and break bulk resources for multimodal transportation services of commodities. These commodities will be transported to inland locations as prescribed in the issuance of contract task orders from Port of Entry or FEMA Distribution Center.
