1. How will we [vendors] know if the government requires private offices or workstations for employees?
This question will be answered in the next amendment.
2. Are there specific dimensions for research workspaces?
Government recognizes not all sites are the same; however, spaces should be, at minimum, approximately 48 sf for cubicles and 100sf for private offices.
3. Just want to confirm if the delineated area of each city is all the city?
Yes, the area of the city is the boundaries of that city.
4. For CLIN 0044 (Activation Fee), should offerors interpret this as a per-person onboarding cost, and is there a not-to-exceed expectation for this line item?
This is an “if applicable” fee.
Some vendors will not charge this fee.
5. For the Additional Fee (CLIN 0044), can the Government clarify acceptable use cases and whether this line item will be evaluated as part of total price or separately?
Vendors are to include this fee if it routinely charges this fee as part of its routine business practices. These fees will be evaluated as part of the total price.
6. Regarding the 97% occupancy requirement, how will compliance be measured (e.g., daily, monthly average), and what remedies or allowances exist for temporary shortfalls due to market constraints?
The 97% occupancy is measured monthly in terms of available space, not employee usage.
7. Can the Government provide additional detail regarding the data reporting requirement (e.g., format, frequency, level of detail) referenced in the SOW?
This Data Ownership Requirements Clause does not apply to this requirement.
8. Does the Government anticipate a phased rollout of locations or simultaneous activation across all locations at the start of the period of performance?

9. Are there any anticipated changes to the list of locations or personnel counts prior to award?
Any changes will be handled through a negotiated modification after award.
10. What are the most common challenges or performance issues the Government has experienced with similar workspace contracts in the past?
This is a new requirement; no previous similar contracts have been awarded in the past.
11. Can a company submit a quote if they did not respond to the RFI?

12. NAICS Code Confirmation: The prior Sources Sought referenced NAICS 531120, while the SAM.gov opportunity summary appears to reference NAICS 531130. Can the Government confirm the controlling NAICS code and applicable size standard for this RFQ?
