Key requirements include: workspace must accommodate 321 of 330 personnel (97% coverage minimum) with cubicles minimum 48 square feet and private offices minimum 100 square feet; simultaneous activation across all locations within 15 business days of contract award; monthly occupancy measurement based on available space (not employee usage); and facility names and physical addresses required at quote submission stage. Questions & Answers
May 19, 2026
No. Questions Answers
1. How will we [vendors] know if the government requires private offices or workstations for employees?
The pricing spreadsheet has been updated with this information.
2. Are there specific dimensions for research workspaces?
Government recognizes not all sites are the same; however, spaces should be, at minimum, approximately 48 sf for cubicles and 100sf for private offices.
3. Just want to confirm if the delineated area of each city is all the city?
Yes, the area of the city is the boundaries of that city.
4. For CLIN 0044 (Activation Fee), should offerors interpret this as a per-person onboarding cost, and is there a not-to-exceed expectation for this line item?
This is an “if applicable” fee.
Some vendors will not charge this fee.
5. For the Additional Fee (CLIN 0044), can the Government clarify acceptable use cases and whether this line item will be evaluated as part of total price or separately?
Vendors are to include this fee if it routinely charges this fee as part of its routine business practices. These fees will be evaluated as part of the total price.
6. Regarding the 97% occupancy requirement, how will compliance be measured (e.g., daily, monthly average), and what remedies or allowances exist for temporary shortfalls due to market constraints?
The 97% occupancy is measured monthly in terms of available space, not employee usage.
7. Can the Government provide additional detail regarding the data reporting requirement (e.g., format, frequency, level of detail) referenced in the SOW?
This Data Ownership Requirements Clause does not apply to this requirement.
8. Does the Government anticipate a phased rollout of locations or simultaneous activation across all locations at the start of the period of performance?
Simultaneous – within 15 business days of contract award.
9. Are there any anticipated changes to the list of locations or personnel counts prior to award?
Any changes will be handled through a negotiated modification after award.
10. What are the most common challenges or performance issues the Government has experienced with similar workspace contracts in the past?
This is a new requirement; no previous similar contracts have been awarded in the past.
11. Can a company submit a quote if they did not respond to the RFI?
Yes
12. NAICS Code Confirmation: The prior Sources Sought referenced NAICS 531120, while the SAM.gov opportunity summary appears to reference NAICS 531130. Can the Government confirm the controlling NAICS code and applicable size standard for this RFQ?
NAICS 531120 with Average Annual Receipts in the amount of $34 million
13. 97% Coverage / Technical Acceptability: The SOW requires fulfillment of satisfactory office spaces for no less than 97% of associated personnel, currently 321 of 330 personnel. For technical acceptability, will an offeror be considered acceptable if it demonstrates coverage for at least 321 personnel, while clearly identifying any locations it cannot fulfill?
Yes.
14. 45-Mile Alternative Location Rule: The SOW allows alternative buildings within 45 miles of the listed city.
Should this distance be measured by driving distance, straight-line/radius distance, or another method preferred by the Government?
The distance will be measured by driving distance.
15. Facility Detail Required at Quote Stage: For the 5-page technical PDF, does the Government require specific facility names and physical addresses for each proposed location at the time of quote submission, or is city-level coverage with qualifying alternative locations acceptable?
Yes, the government requires facility names and addresses.
16. Pricing Assumption / Future Modifications: Should offerors price only the listed current locations and personnel counts in Attachment D, with future location or headcount changes handled separately through negotiated modifications after award?
Yes, offerors should only price the listed current locations and personnel counts. Any changes will be handled through a negotiated modification after award.
17. Use of Partner or Subcontractor Experience: For Attachment E, may an offeror reference relevant experience performed by a proposed subcontractor or teaming partner, provided the quote clearly identifies that partner and its specific role in performance?
Yes, the offeror can reference their proposed subcontractor’s or teaming partner’s experience as long as the roles of each are clearly delineated in the quote submission.
18. Could you please advise whether this requirement is intended for uniformed officers, administrative/back office staff, or a combination of both?
This requirement is not intended for law enforcement officers.
19 What is the April 30 date on the option line items? That is the anticipated exercise date. It has been removed.
