Submission content requirements include a PDF outlining how the offeror will fulfill Statement of Work (SOW) requirements (limit 5 pages), a signed SF1449 form, a statement that the quote is valid for 90 days, a completed pricing spreadsheet (Attachment D), and a completed Prior Experience Worksheet (Attachment E). Quotes must be prepared on standard 8.5" x 11" paper with ¾" margins using Times New Roman or plain font at minimum 12-point size for text and 10-point for tables and graphics.
The Government will award an FFP contract using a Lowest Price, Technically Acceptable (LPTA) evaluation methodology to the responsible offeror submitting the lowest price quote that satisfies all RFQ terms and conditions. Offerors will be rated on a Pass/Fail basis: a passing quote demonstrates the ability to provide desk or private office space with WiFi access and printing privileges within 45 miles of each location in the SOW for no fewer than 321 of the 330 personnel for all locations and demonstrates prior experience; a failing quote cannot meet these requirements. The offeror's proposed price will be evaluated for fairness and reasonableness against the Independent Government Cost Estimate (IGCE) and competing quotes. Award may be made based on initial submission without discussions, and no alternate submissions will be accepted.

ICE Office Space Rental
INSTRUCTIONS TO OFFERORS AND EVALUATION CRITERIA
Procurement Approach
The Department of Homeland Security (DHS), Immigration and Customs Enforcement (ICE), Office of Asset and Facilities Management (OAFM) has a requirement for office spaces across the United States and its territories in order to provide appropriate working spaces for 300+ personnel across the country. This Request for Quote (RFQ) is prepared as a small business set-aside in accordance with Federal Acquisition Regulation (FAR) Part 12 , FAR Class Deviation 25-21and HSAR Class Deviation 25-09, for FAR Part 120F
1and FAR Part 19, FAR Class Deviation 26-031F
2. The government anticipates a Firm-Fixed-Price (FFP) contract type. The period of performance for this requirement is twelve months.

Please refer to the Standard Form (SF) 1449 Form that includes the Contract Line-Item Number (CLIN) structure for this contract.
Solicitation Questions Due Date
Questions shall be submitted in writing via e-mail, to Contract Specialist (CS), Mrs. Amy Dallaire at Amy.Dallaire@ice.dhs.gov and the Contracting Officer (CO), Ms. Abeer Saleh at Abeer.Saleh@ice.dhs.gov. The deadline for questions is Wednesday, May 6, 2026, at 1:00pm Eastern Standard Time.
Written Quote Due Date
Final RFQ submissions will be due, via e-mail, no later than May 26th, 2026, at 1:00pm Eastern Standard Time to the CS, Mrs. Amy Dallaire at Amy.Dallaire@ice.dhs.gov and the CO, Ms. Abeer Saleh at Abeer.Saleh@ice.dhs.gov.
No other methods of submission will be accepted.
1.0 Instructions for Quote Preparation
Information requested within this RFQ shall be furnished in writing, shall be prepared in accordance with the instructions provided, and shall conform to all aspects of this RFQ

To aid in evaluation, responses submitted shall be clearly and concisely written, and shall be neat, indexed and logically assembled.
Quotes must clearly demonstrate how the Offeror intends to accomplish the work required and must include convincing rationale and substantiation of all claims. Offerors shall assume that the Government has no prior knowledge of their facilities, capabilities, and experience and will base its evaluation solely on the information presented in the Offeror’s quote. Each Offeror shall submit a response to the solicitation consisting of the items described below.
The information requested and the manner of submittal is essential to permit prompt evaluation of all quotes on a fair and uniform basis. Accordingly, any response in which material information requested is not furnished, or where indirect or incomplete, or that deviates from the instructions provided in this RFQ in any respect, may be considered unacceptable for evaluation. In the event that a response is deemed unacceptable for evaluation by the Government, it will not be evaluated or considered for award in any way.
The following introductory information (letter format is acceptable) is required on the first page of your quote:
a) RFQ Number & Title,
b) Name and address of Offeror,
c) Name, telephone number, and e-mail address of Offeror’s main Point of Contact
(POC),
d) Name of your contract administration office (if applicable),
e) Date of submission,
f) Name, title, and signature of authorized representative (if different than the POC),
g) Unique Entity Identifier (UEI), and
h) Commercial and Government Entity (CAGE) code.
Offerors shall use standard 8½ x 11” size paper with, at minimum, ¾” margins on all sides. Header/footer information may be included in the ¾” margin space. The entire written submission shall use Times New Roman or other plain font that is easily decipherable and, at a minimum, a 12-point font size for text and a 10-point font size for tables and graphics. All pages shall include page numbering. Any excess pages over the specified page limitations for each factor will not be considered or evaluated.
The Government will not pay any expenses incurred by an Offeror for the preparation and submission of a quote in response to this RFQ. Offerors are cautioned to ensure that their quotes are complete, address all requirements, are reflective of the evaluation factors, and are submitted on the most favorable terms. Offerors are strongly encouraged to be succinct, clear, and concise in writing their quote. Graphical presentations must be within the main body of the quote, bullet-sized, and/or outline formats are welcomed where appropriate and count towards the page limit. The Government cautions Offerors that taking exception to any terms or conditions of the RFQ, including submitting any alternate quote that requires attenuation of the requirement, may render a quotation unacceptable and the Offeror ineligible for the contract award, unless the RFQ expressly authorizes such an exception with regards to a specific term or condition.
If any subcontractors or teaming partners/ joint ventures are proposed, the Offeror’s quote shall clearly delineate the name of each entity involved and the specific services to be performed by each partner.
2.0 Submission Content & Instructions
To be considered responsive, Offerors shall provide the following information as part of their Quote submission:
1. A pdf attachment outlining how the Offeror will fulfill the requirements of the SOW, to include if there are any locations in the SOW that the Offeror cannot fulfill or is proposing an alternative location for personnel based in a given location (limit 5 pages).
2. A signed copy of the SF1449 issued as part of this RFQ, confirming that the vendor acknowledges and agrees with all terms of the RFQ and signed copies of all amendments issued (if applicable).
3. Statement from the Offeror that the Offeror’s quote is valid for 90 days from the date submitted,
4. A filled in quote spreadsheet (Attachment D – Pricing Spreadsheet).
5. A completed Prior Experience Worksheet (Attachment E).
Failure to include any of the above will render the Quote unresponsive. Unresponsive quotes will not be evaluated and will not be further considered for award.
The Government intends to award an FFP contract to the responsible Offeror submitting the lowest price, technically acceptable (LPTA) quote that satisfies all terms and conditions of the RFQ. The Government intends to evaluate responsive quotes to the RFQ using the LPTA process. Quotes that are not deemed responsive will not be evaluated or considered for award. Responsive quotes shall be evaluated in order of total price (lowest price first) until a technically acceptable quote is determined. Responsive quotes will be evaluated on a Pass/Fail basis for acceptability only. A responsive quote shall be determined to be technically acceptable or unacceptable (pass or fail) based on the rating definitions in the table below. Due to the LPTA evaluation method, all responsive quotes may not be evaluated.
Award may be made based on initial submission without additional interactions. Offerors are therefore cautioned that each initial submission must contain the Offeror’s most competitive terms. The Government does not intend to have discussions. No alternate submissions will be accepted. Alternate submissions will be deemed unresponsive, will not be evaluated, and will not be considered for award. No submission/quote preparation costs shall be reimbursed.
Rating Definition
Pass
The Offeror can provide desk or private office space, with Wi- Fi access and printing privileges, within 45 miles of each corresponding location in the SOW, for no fewer than 321 of the 330 personnel for all locations and had demonstrated prior experience
Fail
The Offeror cannot provide desk or private office space, with Wi-Fi access and printing privileges, within 45 miles of each corresponding location in the SOW, for no fewer than 321 of the 330 personnel for all locations.
The Offeror’s proposed price will be evaluated in comparison to the Independent Government Cost Estimate (IGCE) and quotes received for this solicitation in order to determine fair and reasonableness for the tasks required in the SOW.
