About this file

This is a pricing spreadsheet template for a Request for Quote (RFQ) issued by the Department of Homeland Security, Immigration and Customs Enforcement (ICE), Office of Asset and Facilities Management. The solicitation number is 70CMSW26Q00000009, and the requirement is for private office space rental and workstations for ICE personnel across multiple locations nationwide.

The spreadsheet requires contractors to provide monthly pricing per full-time equivalent (FTE) for office space across 48 states, Puerto Rico, and various U.S. territories. The requirement includes 300+ personnel distributed across more than 100 specific cities, with FTE quantities ranging from 1 to 22 employees per location, with the largest concentrations in Houston, Texas (22 FTEs), San Diego, California (9 FTEs), and New York (9 FTEs). Contractors must fill in yellow-highlighted cells with monthly per-FTE rates; if unable to provide space at a listed location, the cell should remain blank with an explanation of alternative locations provided in notes. The pricing structure includes base monthly rates (organized by state CLIN numbers 0001-0043), a one-time activation fee (CLIN 0044), and any additional fees as separate CLINs (0045 and beyond). The spreadsheet calculates extended monthly prices, yearly prices, option periods, and an escalation percentage, culminating in a grand total. Contractors may also create sub-CLINs if pricing varies for different buildings or facilities within the same city, as demonstrated in the provided example for New Jersey locations.

Instructions

Instructions
1Fill in the monthly price for one FTE for each location in Column 'E'
2If pricing is different for a group of FTEs within a single location (i.e., different building at different rates), create a new row underneath that location as a new subCLIN to list the different rate. See Example 1 for reference →
3If your firm is unable to provide office space for a listed location, leave the price cell blank. If your firm is offering a location near an otherwise unavailable location, include a note about where the alternative location is in the area provided beneath the pricing table.
4If there is a one time activation fee, list that in Column 'E' for CLIN 0044. If there is no activation fee, put '0' in Column 'E' for CLIN 0044.
5If there are any additional fees, list them as subsequent CLINs (0045, 0046, etc.) and label what the fees are for. If there are no additional fees, list the price of CLIN 0045 as '0'
