This document is a draft Request for Proposal (RFP) for the recompete of a contract for detention services, food services, and local transportation at the Buffalo Federal Detention Facility (BFDF) in Batavia, New York.
The U.S. Department of Homeland Security, Immigration and Customs Enforcement (ICE) has a continued need for comprehensive detention services for approximately 650 adult male and female non-citizens at BFDF, a government-owned/contractor-operated detention facility. The required services include general population, intake, segregated housing, and medical beds, as well as easy access to legal services, recreation, meal service, clothing, visitation, law library, and programming. Detention services must be performed in accordance with the most current version of the ICE Performance-Based National Detention Standards. The contract will be a competitive 8(a) set-aside, with a 10-year period of performance including a 120-day transition period. It will be an Indefinite Delivery Indefinite Quantity (IDIQ) contract with firm-fixed price unit prices and some labor hour contract line item numbers (CLINs). The current incumbent contractor is Akima Global Services, LLC. The solicitation is estimated to be released on Sam.gov no later than August 31, 2024, but the procurement timeline remains subject to change.
