About this file

This document is a Request for Information (RFI) Questions and Answers for a Customs and Border Protection (CBP) automobile collision repair contract. The solicitation seeks a contractor to repair vehicle frame and body damage, with an estimated 10 vehicles needing service annually. Key specifications include: the contractor's facility must be within 100 miles of the government's location, the contractor will receive vehicles transported by the government, and repairs will be performed on an as-needed basis dependent on accident occurrences. The contract covers a diverse fleet of vehicles including foreign and domestic cars, trucks, SUVs, vans, and buses, with potential damage ranging from minor body work to significant frame repairs.

The RFI highlights that this is a brand new requirement with no incumbent contractor, and emphasizes the unpredictable nature of vehicle damage. Potential bidders are advised that precise repair costs cannot be predetermined without specific vehicle assessment, as damage extent varies widely. The government seeks flexibility in the contract, with the number of repairs and total repair costs dependent on actual incidents. Contractors are expected to be prepared to handle a variety of vehicle types and damage scenarios when developing their proposals for this Customs and Border Protection solicitation.

RFI Q&A

1. How many vehicles would be delivered at a time to be fixed? I would also like to know if it's cars or trucks that would be delivered? I would like to make sure I got this correct as well, would the procedure work like this? You bring a vehicle to our facility no more than 100 miles from you, we correct the body and or frame damage, we make sure everything works correctly. Then you guys come pick the vehicle up that has been completed and drop off another vehicle to be serviced and this will happen 10 times in the span of a year?

a. It is not cost effective to transport a wrecked/damaged vehicle more than 100 miles from the sector to have repairs done.

b. Vehicles repair is dependent on IF & when an accident occurs, no guarantees.

c. 10 is an estimated number and it depends on the cost of the repairs per vehicle.

d. The amount of repairs per year is dependent on the cost of each repair.

e. The place of performance shall be at the contractor’s facility. The vehicle will be transported by the government to the selected contractor’s location and transported back after repairs are complete.

2. In order to give you an accurate quote we would need a vehicle, with some pictures at least to give you a good idea on what it would cost. Hypothetically speaking the repairs could be any amount because it's a number of variables to take into consideration to give a quote such as what type of vehicle it is foreign or domestic, car or truck, is it body and or frame damage. If so, to what extent is it a dent in the door and it needs to be replaced and painted or is the frame of the car bent and we have to use a machine to correct the frame if it's fixable at all.

a. Accidents are unpredictable and the extent of damage is unknown until it happens. We have all makes and models in our fleet both foreign and domestic, pick ups, suvs, vans, sedans and buses. The damage can include a wide range of possibilities so please account for that in your bid.

3. We would like to know if this is a brand new contract OR if there is (was) an incumbent performing these services.

a. This is a brand new requirement. There is no incumbent and no existing contract is currently in place.
