[Contractor Name]

SECTION I: Requisition Office Information

Primary Requisitioning Office for this BPA:

US Customs and Border Protection Office of Acquisition, Procurement Directorate Border Enforcement Contracting Division – Pacific Branch Tucson AZ 85705 Frank S. Duarte – BPA Contracting Officer Email: frank.s.duarte@cbp.dhs.gov

SECTION II: Purpose

Product, Service, or Outcome Needed:

The U.S. Customs and Border Protection (CBP) U.S. Border Patrol (USBP) and the Office of Field Operations (OFO) are required to serve meals to detainees at their various USBP Sector locations and OFO Field Offices. The requirements of this multi-award BPA shall be to provide meals to those nine (9) USBP Sectors and four (4) Field Offices as outlined in the Statement of Work (SOW). Meals are served three times daily and include breakfast, lunch and dinner. The amount of detainees housed in the transitional holding areas and individual locations fluctuate regularly.

In the spirit of the Federal Acquisition Streamlining Act, CBP and [Contractor Name] hereby enter into a multi-award Blanket Purchase Agreement (BPA) under Federal Acquisition Regulation (FAR) 13.303 to further reduce the administrative costs of acquiring meal items.

BPAs eliminate contracting and open market costs such as: the search for sources; the development of technical documents and solicitations; and the evaluation of bids and offers.

Contractor Team Arrangements are permitted in accordance with FAR Subpart 9.6.

This BPA will further decrease costs, reduce paperwork and save time by eliminating the need for repetitive, individual purchases from the Supplier. The end result is to create a purchasing mechanism for the Government that works better and costs less.

SECTION IV: Requirements

All requirements are fully outlined within the accompanying SOW. The SOW must be read and understood in its entirety.

The meals required are for USBP and OFO Facilities, which are designed to hold detainees for the period necessary to complete processing before individuals are transported to locations designed for longer-term detention or otherwise transferred out of CBP custody.
