About this file
This file contains Frequently Asked Questions and Answers (FAQs) issued by Eastern State Hospital, an agency of the Commonwealth of Virginia, regarding a Quick Quote solicitation for the procurement of Copeland Compressors. The solicitation seeks bids to establish a one-time purchase of six Copeland Compressors, specifically Model #ZR160KCE-TED-950 (sweat connection) or ZR160KCE-TED-965 (rotolock connection), with delivery to Eastern State Hospital in Williamsburg, Virginia. No substitutions or alternative products are permitted, as the compressors function as integral components of existing equipment and require exact model compatibility. The solicitation is conducted through eVA (eva.virginia.gov), Virginia's electronic procurement platform, with current dates and times available on the eVA website. All bids must be submitted through eVA with completed bid packets and pricing information, as pricing entered in eVA will be used for bid evaluation. All questions regarding the solicitation must be submitted in writing via email to the listed buyer, with answers posted publicly in eVA.
The procurement does not include installation services, only delivery of the requested products. Vendors are required to have relevant experience and qualifications, including capability to manufacture or arrange their own pickup and delivery before contacting manufacturers or distributors for pricing. The solicitation emphasizes fair and impartial competition with maximum feasible market competition to obtain high-quality goods at reasonable cost. Interested bidders should contact the Eastern State Hospital Information Center at (757) 253-5161 for general inquiries, while all procurement-specific questions must be directed in writing to the designated buyer. For technical assistance with eVA account access, submission procedures, or bid preparation, vendors should contact eVA support through the customer care portal at eva.virginia.gov/get-help-customer-care.html.

QUESTIONS & ANSWERS

FAQ 1. I make or manufacture a similar product, but it is not the referenced brand name you list. Am I able to submit a bid?

FAQ 2. Why did you create a solicitation instead of just buying from “x?”
FAQ Answer 2. The quantity of the product that we are requesting requires that a solicitation be conducted:
“That public bodies in the Commonwealth obtain high quality goods and services at reasonable cost, that all procurement procedures be conducted in a fair and impartial manner with avoidance of any impropriety or appearance of impropriety, that all qualified vendors have access to public business and that no offeror be arbitrarily or capriciously excluded, it is the intent of the
General Assembly that competition be sought to the maximum feasible degree.”
