About this file

This is a Questions and Answers document related to a Quick Quote solicitation issued by Eastern State Hospital, an agency of the Commonwealth of Virginia, for the procurement of Copeland Compressors. The solicitation seeks bids to establish a one-time purchase of six compressors in two compatible models: the ZR160KCE-TED-950 (sweat connection) or ZR160KCE-TED-965 (rotolock connection). Eastern State Hospital requires the exact model and make specified, with no substitutions permitted, as the compressors function as integral components of existing equipment and any alternate products would necessitate extensive reorientation and training. The procurement is being conducted through the eVA platform, and all bids must be submitted through this system with pricing entered accordingly. Delivery of the requested products is required, though installation is not included in the scope of work. Potential bidders are advised that vendors should possess relevant experience and related qualifications, including the capability to manufacture or arrange pickup and delivery for the requested products.

All inquiries regarding the solicitation must be submitted in writing via email to the buyer listed on the solicitation, with responses posted publicly in eVA for all interested parties to view. Current solicitation dates, times, and bid due dates are available on eVA and updated automatically. Vendors may contact the Eastern State Hospital Information Center at (757) 253-5161 for general inquiries. The procurement is being conducted as a formal solicitation rather than a direct purchase to ensure compliance with Commonwealth procurement requirements, which mandate fair and impartial procedures, access for all qualified vendors, and maximum feasible competition. Bidders are instructed to submit the completed bid packet as noted in the solicitation and enter pricing in eVA, as pricing in the platform is the basis for bid evaluation.
