About this file

This project manual and invitation for bids document pertains to a fuel system installation project for the Washington County Transportation Authority (WCTA), dba Freedom Transit, a Pennsylvania public transportation agency located in Washington, PA. The project involves the design and construction of a new fuel system at the WCTA Operations Facility located at 375 Berry Road, South Strabane Township, Washington, PA 15301. The work is divided into separate contracts, with Contract WCTA PA 2026-1.1GC designated for general construction. The project is being managed by KCI Technologies Inc. as architect and Johnson, Mirmiran and Thompson, Inc. (JMT) as construction manager. A non-mandatory pre-bid meeting was scheduled for September 8, 2026, at 2:00 PM EST at JMT's construction office, with the deadline for electronic bid submissions via PennBid set for 2:00 PM EST on September 25, 2026. Work hours are limited to 7:00 AM to 4:00 PM, Monday through Friday, unless approved otherwise. Site access is restricted to Berry Road via Locust Avenue, and contractor parking is limited, requiring off-site arrangements.

The contract includes two allowances: a $50,000 lump-sum allowance for permit and inspection fees from the authority having jurisdiction (with no markup permitted), and a $50,000 contingency allowance for work determined by the Owner to not be reasonably implied in the contract documents. Federal prevailing wage rates apply to this project, and the use of certified Disadvantaged Business Enterprises (DBEs) is encouraged with requirements for full utilization and adequate documentation. The contractor must coordinate work with ongoing operations facility prime contractors, comply with drug and background screening requirements for personnel, and maintain an updated list of approved screened employees. Payment procedures require submission of certified payrolls, applications for payment with mechanic's lien waivers from all subcontractors and suppliers, and a schedule of values. The contractor's fee for change orders is established at 15 percent of labor and material costs, 5 percent of subcontractor costs, with provisions for float utilization before requesting contract time extensions. The project coordination is managed through a Critical Path Method (CPM) schedule using Primavera P6 or equivalent software, with monthly updates required to coincide with payment requests.
