About this file

This is a Surety Requirements document issued by Chatham County, Georgia, establishing bonding and financial guarantee requirements for contractors bidding on the Hopecrest List Station Improvement project, which involves the rehabilitation of an existing wastewater lift station. The project encompasses temporary bypass pumping, construction of controls, bypass generator receptacle, skid-mounted bypass pump, site piping, grading, landscaping, spare pump installation, and erosion and sedimentation control measures. Contractors must submit a bid bond along with a power of attorney as part of their bid documents, and contractors are encouraged to use their surety's standard bid bond form provided it meets county specifications.

Chatham County requires bidders to post a bid bond, certified check, or money order equal to 5 percent of the bid price, with certified checks delivered to the Purchasing and Contracting Office prior to bid submission. Upon contract award, the contractor must post a payment and performance bond, certified check, or money order equal to 100 percent of the bid price to guarantee that goods meet specifications, delivery occurs per contract terms, services are performed with quality, and invoices to subcontractors are paid timely. All bonds must be executed by a surety authorized to conduct business in Georgia and approved by Chatham County. The performance bond is forfeitable if the contractor fails to execute and fulfill contract terms, with forfeiture amounts calculated as either the difference between the contractor's bid and the next lowest responsible bid or the difference between the bid and the lowest responsible bid resulting from rebidding, including all rebidding costs. The bid bond is forfeited if the contractor fails to enter into a contract with Chatham County to provide all necessary labor, materials, and services as specified in the bid proposal.
