About this file

This is a Technical Specifications document for the Hopecrest Lift Station Improvements project issued by the Chatham County Board of Commissioners in Savannah, Georgia, with a document date of April 29, 2026. The project consists of providing all labor, materials, tools, equipment, services, and incidental items required to rehabilitate an existing wastewater lift station, including temporary bypass pumping, controls, bypass generator receptacle, skid-mounted bypass pump, site piping, grading, landscaping, a spare pump, and erosion and sedimentation control measures. The specifications are organized into 16 divisions covering general requirements, sitework, concrete, equipment, and electrical systems. Key work items include demolition of existing facilities, wetwell rehabilitation, installation of submersible pumps, bypass pumps and controls, precast concrete valve vaults and wetwell sections, concrete and gravel pavements, fencing, yard hydrants, and various site improvements. The contractor is responsible for construction staking, record drawings, shop drawings, product data submissions, and testing laboratory coordination. The contractor must maintain a detailed construction schedule within 10 days of Notice to Proceed and submit regular progress updates and photographs with each payment request.

The contract requires the contractor to provide comprehensive quality control, including coordination with a registered surveyor for construction staking and record drawing surveys. Payment is calculated by extending unit prices by actual quantities based on final record drawings and completed work, with no separate payment authorized for temporary erosion control, dewatering, sheeting, bracing, or backfilling unless specifically noted. The contractor must submit a schedule of values within 10 days of Notice to Proceed and is responsible for all mobilization costs, temporary bypass pumping operations, and material testing to verify compliance with specifications. Cash allowances are provided for construction verification surveying and materials testing by an independent engineering firm selected by the Owner. The specifications establish strict requirements for equipment storage and protection, handling procedures, manufacturer certifications, and warranty provisions. The existing sewer system will continue operating during construction, requiring the contractor to maintain proper temporary bypass pumping and flow management until the new lift station is operational and approved by the Owner.
