About this file
This is a Software Functionality Matrix for a solicitation issued by the Incorporated County of Los Alamos, New Mexico, for an Animal Shelter and Animal Control Management Software system (Solicitation No. QUO26-73). The County seeks a comprehensive software solution to support core shelter operations, including animal intake, adoption processing, records management, and animal control enforcement activities. The solution must accommodate concurrent access for shelter staff, animal control officers, and supervisors while maintaining compliance with New Mexico animal control statutes and public records retention requirements. Offerors must complete the matrix by indicating how their software provides each required feature using a standardized legend (S for standard functionality, M for modification, T for third-party provision, C for customization, or N for inability to provide), and must prepare to demonstrate all listed features and functionalities during finalist presentations in Step 2 of the evaluation process.
The matrix details 25 core functionality requirements organized into three categories: Integration with County Systems, General Functionality, and Additional or Optional Features. Key requirements include export of financial data compatible with Tyler Munis accounting modules, role-based access controls, customizable dashboards and reports, document management, audit trail maintenance, accessibility compliance with Section 508 and WCAG standards, workflow automation, and support for both standard and optional features such as online payment processing, field officer mobile access, GIS mapping, microchip registry integration, and cloud-hosted deployment with documented disaster recovery capabilities. Offerors must provide detailed descriptions of how their solutions meet each requirement, disclose any additional costs associated with optional features, and document integration methods, data security protocols, support hours, training resources, and deployment specifications. The County reserves the right to award based on the combination of functionality and proposed alternate solutions that best meet its operational needs.
