About this file

This is an Organizational Conflict of Interest (OCI) Disclosure Form that contractors must complete when bidding on or performing work related to USSOCOM contracts. The form requires contractors to identify any existing contracts or subcontracts held by the firm or its affiliates that may create actual or potential conflicts of interest with the proposed work. Contractors must provide detailed information including the contract title, contracting agency, contract number, their role as prime or subcontractor, work scope, period of performance, and contract value. The form specifically requires contractors to identify whether their existing work involves systems engineering and technical direction, specification preparation, technical evaluation of offers, access to proprietary information, or provision of products or services to USSOCOM.

The disclosure form is structured to ensure contractors thoroughly analyze whether their current work creates conflicts with new MARSOC or SOCOM contract opportunities. Contractors must describe the scope of existing work in sufficient detail and explicitly address whether any actual or potential conflicts exist between their current performance and the work they wish to perform. This form is mandatory for the MRTC Direct Action IDIQ contract (H9225727QE001), a single-award indefinite-delivery/indefinite-quantity contract establishing qualified contractor manpower augmentation to support Marine Raider Training Center instruction, including Direct Action training, Combatives Training and Readiness standards, and various specialized courses. The procurement is a 100% total small business set-aside conducted under FAR Part 12 simplified acquisition procedures and SOF-PI Part 5612.
