North Yard Storage Electrical Infrastructure Project Special Provisions

This document comprises special provisions for the North Yard Storage Electrical Infrastructure Project (Project No. 269-2026-2033), a re-bid project managed by the City of Charlotte for the North Yard Storage facility. The special provisions cover twelve detailed specification sections addressing all electrical infrastructure components required for the facility, which will function as a secured storage yard with access control, security lighting, CCTV cameras, fencing, and power supply capable of providing climate control measures. The scope encompasses closeout procedures, electrical system general requirements, conductors and cables, supporting devices, hangers and supports, electrical boxes, raceways and boxes, electrical distribution panels, grounding and bonding, tags and locks, and underground duct work. All work must comply with the North Carolina Building Code (incorporating the 2020 National Electrical Code), NFPA 70 requirements, and applicable NEMA, UL, and NECA standards. Materials specified include copper conductors rated for wet locations, schedule 40 PVC conduit, cast aluminum or galvanized steel electrical boxes, and equipment listed by Underwriters Laboratories or equivalent testing agencies.

The specification requires all costs associated with work to be incidental to the electrical infrastructure contract with no separate measurement or payment for individual sections. All materials must be new, premium name-brand U.S. components with full UL traceability and certification; counterfeit components are prohibited and must be replaced at the contractor's expense. Contractor submittals must include manufacturer pre-approval within 30 to 60 days after Notice to Proceed, complete technical data, shop drawings, and qualification data for installation supervisors and field inspectors. Pre-installation requirements include site surveys, verification of field measurements, and coordination with other trades, while post-installation obligations include comprehensive testing (ground resistance, insulation resistance, continuity), final cleaning, repair of defects, and delivery of marked-up project record documents prior to substantial completion. Ground resistance testing must not exceed 25 ohms, and all grounding connections must be exothermically welded in accordance with manufacturer specifications, with additional ground rods installed if necessary to meet resistance requirements.
