About this file

This is a Minority- and Woman-Owned Business Enterprise (M/WBE) Utilization Commitment Form for Harris County, Texas, designed to ensure compliance with the county's M/WBE participation policies for state and local contract opportunities. The form requires bidders to commit to M/WBE participation goals established for specific projects and to document their utilization of certified M/WBE subcontractors. Bidders must either meet or exceed the stated M/WBE goal by submitting Letters of Intent from each M/WBE subcontractor, or document Good Faith Efforts if unable to achieve the goal percentage. The form applies to the Enterprise Identity and Access Management System contract for Harris County Universal Services, with an anticipated contract term of one year beginning approximately May 1, 2026. Prime contractors must provide their company information, certification status, and a detailed utilization plan identifying all M/WBE and non-certified subcontractors with their respective contract percentages and scope of work.

The form requires that all M/WBE firms be currently certified by recognized agencies including the City of Houston, Texas Unified Certification Program, State of Texas Comptroller, U.S. Small Business Administration, Houston Minority Supplier Development Council, National Minority Supplier Development Council, Women's Business Enterprise Alliance, or Women's Business Enterprise National Council. M/WBE subcontractors must meet Significant Local Presence requirements, defined as having a business location in Harris, Fort Bend, Montgomery, Brazoria, or Galveston counties, or demonstrating three prior contracts or subcontracts in the market area within the last three years. The form mandates that all M/WBE participation descriptions align with applicable NAICS or NIGP codes, and specifies special provisions for trucking companies, which must meet specific policy requirements to receive M/WBE goal credit. Bidders must submit signed Letters of Intent from each M/WBE subcontractor alongside their utilization plan, with copies of current certifications required for all listed firms.
