About this file

This document is a Minority/Women-Owned Business Enterprise (M/WBE) Trucking Procedure Compliance packet issued by the Harris County Department of Economic Equity and Opportunity, establishing guidelines for achieving Commercially Useful Function (CUF) credit in trucking-related subcontracting. The infographic outlines ownership, operation, and management requirements for M/WBE firms seeking to meet contract participation goals on Harris County projects, including the Enterprise Identity and Access Management System for Harris County Universal Services contract commencing May 1, 2026. The document specifies that M/WBE trucking firms must perform at least 30 percent of subcontract work with their own forces, own and operate at least one truck with dedicated employee drivers, and manage the entire trucking operation. The packet details various scenarios for truck ownership, leasing arrangements, and driver employment to determine appropriate M/WBE credit calculations.

The compliance documentation requires vendors to submit W-9 forms, current insurance documentation, and proof of truck ownership or registration with the M/WBE Utilization Plan prior to bid submission. M/WBE firms receive 100 percent credit toward participation goals for expenditures when using owned and operated trucks with employee drivers, or when leasing additional trucks from non-M/WBE firms while maintaining employee-operated trucks. For leased trucks exceeding the number of owned and operated vehicles, only commissions and fees count toward participation goals. The document prohibits use of independent contractors in place of employees and disallows contrived arrangements. A courtesy utilization plan review is available until five business days before solicitation closure, and vendors must submit all documentation through the designated Bonfire system, with only one submission permitted per vendor per bid.
