About this file

This document is a preliminary site constraints exhibit for the West Ambulatory Surgery Center project, prepared by El Paso County Hospital District d/b/a University Medical Center of El Paso. The exhibit establishes baseline assumptions and constraints for a Request for Proposals to select a Construction Manager at Risk (CMAR) to provide preconstruction services for the new 30,000 square-foot Ambulatory Surgery Center located at the intersection of Resler Drive and Canyon Creek on the West side of El Paso, Texas. The facility will include four Operating Rooms, two Endoscopy Rooms, and two Future Technology Rooms. The site is currently non-occupied, eliminating occupied renovation constraints; however, proposers must account for limited and coordinated access routes for workers, deliveries, debris removal, and staging. Proposers are required to identify assumptions regarding staging, access, temporary protections, temporary utilities, shutdowns, and phasing in their proposals, with final site logistics and phasing requirements to be developed post-award in coordination with the Owner and design team.

The exhibit emphasizes that the site is preliminary and provided for logistics and phasing context only, with proposers directed to rely on Owner-issued information for detailed scope interpretation. The selected CMAR will be expected to collaborate with the Owner and design team during preconstruction to develop and refine all site logistics components and to provide cost estimating, constructability review, phasing analysis, procurement planning, and development of a Guaranteed Maximum Price. The project is funded through the University Medical Center's bond-funded capital program, and while the preconstruction services solicitation establishes the framework for potential future construction phase services, the Owner makes no commitment to award construction phase services through this initial solicitation.

EXHIBIT E

WEST AMBULATORY SURGERY CENTER: PRELIMINARY SITE CONSTRAINTS (FOR PROPOSAL PURPOSES) The project site is non-occupied; thus, no occupied renovation constraints currently are identified, however, access, circulation, and parking interface must still be coordinated. Owner has not developed a final site logistics plan or phasing plan as of the date of this RFP. The selected CMAR will be expected to collaborate with Owner and the design team during preconstruction to develop and refine site logistics, access planning, interim life safety measures (if required), staging, and phasing.

Image provided for preliminary logistics and phasing context only. Proposers shall rely on the Owner issued information for detailed scope interpretation and proposal assumptions.

Proposers shall base their proposals on the following preliminary assumptions, unless otherwise noted in their proposal:

Access routes for workers, deliveries, debris removal, and staging may be limited and will require coordination with Owner.

Proposer shall identify assumptions used for staging, access, temporary protections, temporary utilities, shutdowns, and phasing in its proposal.

Final site logistics and phasing requirements will be developed post award in coordination with Owner and the design team.
