About this file

This is a Fee Proposal and Pricing Components form for a Construction Manager at Risk (CMAR) procurement by the El Paso County Hospital District, operating as University Medical Center of El Paso, for the West Ambulatory Surgery Center project in Texas. The project involves a new 30,000 square foot ambulatory surgery center featuring 4 operating rooms, 2 endoscopy rooms, and 2 future technology rooms, located at the intersection of Resler Drive and Canyon Creek on the west side of El Paso. The RFP number is 950-05-26-005 with a proposal due date of June 22, 2026 at 2:00 PM MT. The selected CMAR will provide preconstruction services including cost estimating, constructability review, phasing analysis, procurement planning, value analysis, schedule development, and Guaranteed Maximum Price development support through the design milestone. The university reserves the right to engage the selected CMAR for construction phase services only if the project budget, Guaranteed Maximum Price, and negotiated terms can be successfully aligned, with no commitment made through this solicitation to award construction phase work.

Proposers must submit detailed pricing components including preconstruction services fees, construction phase fees with stated basis of proposal, general conditions pricing (as either lump sum or rates and staffing basis), key staffing and field support assumptions, markups on self-performed work and subcontractor work for change orders and allowances, payment and performance bond rates, self-performed work descriptions, site logistics and operational pricing assumptions, and any exclusions or qualifications. All pricing shall reflect the CMAR's proposed fee structure and commercial terms and must include all costs necessary to perform the requested services except as expressly excluded by the proposer. The procurement is bond-funded through the University Medical Center's capital program.
