About this file
This is a Bid Security document related to a construction project for the City of Vero Beach, Florida. The document establishes bonding requirements for the Round Island Shelters Columns Replacement project, which involves replacing thirty deteriorated poured-concrete structural columns across five existing picnic pavilions at Round Island Park. Bidders are required to submit bid security with their proposals to ensure bid validity and demonstrate financial responsibility. The bid security requirement protects the public entity by guaranteeing that the successful bidder will execute the contract as bid and provide the required performance and payment bonds upon award.
Acceptable forms of bid security typically include bid bonds, cashier's checks, certified checks, or other instruments as specified in the bidding documents. The bid security amount is generally set at a percentage of the total bid amount, commonly ten percent, and must be submitted with the bid proposal by the specified deadline. Bid security is held until contract award and execution, after which it is returned to unsuccessful bidders and released from the successful bidder upon provision of required performance and payment bonds. Non-compliance with bid security requirements may result in bid rejection and forfeiture of the security amount.

Text version
Indian River County is excited to announce another improvement to our public procurement process - implementing electronic surety bonds (eBonds) through Surety2000, a nationally recognized leader in secure, paperless bond execution.
The new process requires contractors bidding on County projects to submit their entire bid, including bid bonds, completely online — eliminating the need for paper forms, notarizations, shipping, or in-person delivery. In addition to saving time for contractors and County staff, the process improves accuracy, reduces administrative costs, and enhances security.
Key benefits of the eBond process include:
Faster bid awards — Bonds are verified instantly through Surety2000’s secure platform.
Increased security — Built-in fraud prevention measures, including digital audit trails, QR code validation, and a unique bond number for every document.
Simplified process — Contractors can submit bonds anytime, from anywhere, without the risk of lost or delayed paperwork.

Bidders should complete the below steps:
1. Confirm Bonding Agent Registration Verify that your bonding agent is registered with the Surety2000 e-Bond platform. If they are not yet registered, direct them to register at this site - Register Here
2. Bidder Registration If your bonding agent has an active account with Surety2000 and you (the Bidder) have not already registered, you must also register. The annual fee to utilize the Surety2000 platform is currently $480.
CLICK HERE to register with Surety2000.
3. Submit Your e-Bond Once both the bonding agent and Bidder have active Surety2000 accounts, the Bidder may use the platform to establish and submit the electronic bid bond with their bid.
4. Use Bond Code in Bid Submission Your bonding agent will provide an 11-digit, unique Surety2000 bond verification code. Enter this code in the “Surety2000 eBond Number” area in Euna Bonfire when preparing your bid.
This code allows the County, your bonding agent, and Surety2000 to confirm a valid bid bond has been issued for your project.
