Please note: Information pertaining to all courses listed is in accordance with guidance received from the Offices of Primary Responsibility (OPR) for their respective course(s).

All training must be completed in the DHA LMS (hosted by JKO), unless otherwise indicated. JKO is the enterprise MHS LMS and system of record for required training and compliance reporting in accordance with ASD(HA) Memorandum, "Retirement of eLearning Systems," December 18, 2014, and

Frequently Asked Questions (FAQs)

1. I am a civilian working in an MTF who still fills a Service billet (Army, Navy, or Air Force). Which training do I do?

Answer: Civilians that fall under the Authority, Direction, and Control of the Armed Services (Air Force, Army, and Navy) but are detailed to DHA facilities must follow Service training requirements as outlined for that Services’ active duty military members on this document.

2. I am a Service member. Do I complete both my Service-required training and DHA training?

Answer: Service Members that fall under the Authority, Direction, and Control of the Armed Services (Air Force, Army, and Navy) but are detailed to DHA facilities: (1) must follow Service training requirements as well as complete any DHA and locally required training specific to their DHA assignment. This training list has been tailored to reflect which training must be done using both DHA and Service-required methods or training platforms.

3. I am a Service Member. Where can I find my Service's list of required general mandatory training (GMT)?

Answer: Service General Mandatory Training lists can be found at:

4. How do I make sure that I get auto enrolled in Annual Mandatory Training (AMT) in DHA LMS?

Answer: To be auto enrolled to the correct AMT module, your profile must be set to the correct audience. (Refer to the DHA LMS User

Management SOP at https://info.health.mil/edu/aro/lms/Documents/JKO%20System%20Training/DHA_LMS_User_Management_SOP.pdf).

5. What are the DHA Audiences and their definitions?

Answer:

• DHA Contract Support: This audience includes all Contractors who support the Defense Health Agency (DHA).

• DHA Government Service Civilians: This audience includes Federal Civilians assigned to the Defense Health Agency (DHA).

• DHA Military and Dual Status Personnel - Air Force Service Members: This audience includes Air Force active-duty and reservist military members that are assigned to DHA.

• DHA Military and Dual Status Personnel - Army Service Members: This audience includes Army active-duty and reservist military members that are assigned to DHA.

• DHA Military and Dual Status Personnel - Navy Service Members: This audience includes Navy active-duty military and reservist members that are assigned to DHA.

This includes anyone having clinical contact with patients.

• Suicide Risk Care Pathway Training for Behavioral Health Specialty Care: This audience includes all BH providers, licensed independent BH providers and those working under their license. This includes anyone having clinical interaction with patients.

6. How do I make sure that my training completion is reflected in DHA LMS reports?

Answer: To ensure that your name is shown in completion reports, you must update your profile with the correct Primary and/or Secondary

Organizations.

• For DHA Civilians and Contractors: The Primary Organization will be their MHS-DHA work location assignment.

• Borrowed Manpower Status: The primary organization will be aligned to the user's parent organization. The secondary organization will be aligned to the user’s “borrowed” organization. For example, users assigned to US Army Medical Command Element at Walter Reed National Military Medical Center:

Primary Organization: JKO > MHS > Army Medicine Secondary Organization: JKO > MHS > MTF Markets > National Capitol Region > WALTER REED NATL MIL MED CNTR

• Duty at Multiple Organizations (i.e., providers who practice at multiple MTFs): Align the primary organization where the user is assigned for duty and list all other facilities as secondary organizations. For example, user assigned to Walter Reed Army Medical Center but also conducts clinic at Malcom Grow Medical Clinics and Surgery Center:

7. I am a Contractor. What training must I complete?

Answer: Please refer to the training list in this document as well as your contracting documents for any training that is required for your position.

8. Who can I contact in my MTF if I need assistance?

Answer: For any immediate questions regarding DHA LMS training, please contact your local DHA LMS Training Coordinator (TC) in your Education

& Training (E&T) office or the DHA Global Service Center 1-800-600-9332 or dhagsc@health.mil

9. Can LMS Training Coordinators (TC) create their own training audiences and change the due dates?

Answer: Yes; however, please know this is NOT recommended because there are already established DHA audiences to which the appropriate courses are aligned. If a TC creates local training audiences, they are responsible for aligning all members to the created audience and adding the courses and exemptions. The TC will also be responsible for removing any DHA audience to which members are assigned. If the TC does not remove those DHA audiences, the members will be assigned to the same courses multiple times for each audience, this has the potential to confuse the system and DHA LMS will automatically divert to the audience with the most restrictive exemptions.

10. Can we add additional training at the MTF level?

Answer: Yes, MTFs can add any additional training deemed necessary for the safe and effective functioning of their personnel. However, individuals must complete all the assigned basic training that is listed on this document; no training may be removed from this list without the express consent of DHA.

11. How can organizational leadership track training compliance at the MTF or Market level? Who should I contact for training compliance reports?

Answer: There are three elevated roles in DHA LMS that can assist with monitoring training compliance; DHA LMS Reports Manager (RM) DHA LMS

Training Manager (TM) DHA LMS Training Coordinator (TC). Members should ask their leadership or training representative who their respective

RM, TM, TC is for their organization. Please visit the DHA SharePoint site to learn more about these roles and the required training at:

12. What is the definition of a supervisor?

Answer: A supervisor is someone who has a documented authority to manage and oversee the performance and well-being of personnel in their

MTF or according to their position description.

13. Is AMT the same as ART?

Answer: No.

• Annual Mandatory Training (AMT) are administrative and/or other training requirements as determined by Congress, the Department of

Defense, the Office of Personnel Management, DHA, or some other governmental entity. These trainings are completed on the DHA learning management system (LMS) Joint Knowledge Online (JKO) and directed toward individuals based on their assigned audience (see

FAQ #5).

• Annual Regulatory Training (ART) are regulatory and accreditation training requirements that originate from The Joint Commission or the

Occupational Safety and Health Administration (OSHA). These training modules are completed either annually or triennially (every 3 years) in the Relias LMS and assigned on one of two levels to every individual assigned to an MTF.

14. What are the governing documents for all the listed training?

Answer: AMT is guided by several instructions including DoD Instruction 1400.25 V410, “DoD Civilian Personnel Management System: Training, Education, and Professional Development”, August 2, 2021, and DoD Instruction 1322.31, “Common Military Training (CMT)”, February 25, 2015.

Additional specific references are provided in the training list.

15. What is the definition of a Senior Leader?

Answer: E-9 at the Command leadership level, O-7 and above, or SES.

16. Who can I contact with questions regarding the CHRTAS LMS? Can I take the DPMAP training in JKO instead of CHRTAS?

Answer: If your members are having any difficulties or questions relating to the CHRTAS LMS, they should contact and work through their CHRA HR

Liaison in their specific areas/locations. No, DPMAP training cannot be taken in JKO and must be taken in the CHRTAS LMS. The DPMAP courses that are housed in JKO can be taken as supplemental training at the discretion of the local leadership or the individual member.

17. Do I need to complete the required training in the DHA LMS, and what is the enterprise learning management system (LMS)?

Answer: Yes. All training must be completed in the DHA LMS (hosted by JKO), unless otherwise indicated. JKO is the enterprise MHS LMS and system of record for required training and compliance reporting in accordance with ASD(HA) Memorandum, "Retirement of eLearning Systems,"

December 18, 2014, and DHA-PI 1025.01 “Health Education and Training Electronic Learning (eLearning) Hosting, Development, and Sustainment,”

February 16, 2017.

18. Who can I contact if I have questions about this training list?

Answer: The proper chain of command for E&T questions such as this list is:

1. First, contact your MTF E&T Department.

2. Second, contact your Market E&T Lead.
