About this file
This is an evaluation and award document for an Invitation for Bids (IFB) issued by Tooele County, Utah, for Phase IV construction of the Peak Sports and Entertainment Complex. Phase IV encompasses the development of additional athletic facilities, supporting amenities, equestrian infrastructure, parking, roadway access, trail connectivity, and a future RV park area in accordance with the adopted Master Plan. The award will be made using a two-step best value evaluation process, with only bidders meeting qualification requirements in Step 1 eligible for award consideration based on price in Step 2.
Step 1 qualification evaluation is scored on a 100-point scale with a minimum threshold of 70 points required to be deemed qualified. Evaluation criteria include Relevant Project Experience (40 points), assessed on projects of similar size, scope, and complexity generally between $10 million and $20 million; Project Team and Key Personnel (25 points), based on qualifications of the Project Manager, Superintendent, and key personnel experience; Schedule and Phasing Approach (25 points), addressing project duration, constraints, sequencing, and risk mitigation; and Past Performance and References (10 points), requiring owner references for similar projects within 5-7 years with a minimum of three references. Step 2 awards the contract to the lowest responsive and responsible bidder among those deemed qualified in Step 1. The apparent low bidder must submit a complete and responsive bid, meet all licensing, bonding, insurance, and contract requirements, and be determined responsible by the County. In the event of a tie among qualified bidders, the County may award based on the highest Step 1 score or utilize any tie-breaking method deemed fair.
