About this file

This is a Technical Specifications document for BCUA Contract No. 25-10 issued by the Bergen County Utilities Authority (BCUA) in New Jersey for turbine generator maintenance, inspection, and as-needed repair and replacement parts. The contract seeks a fully authorized Original Equipment Manufacturer (OEM) contractor to provide technical service, maintenance, repairs, and OEM replacement parts on an as-needed basis for three Siemens/Rolls Royce 501 KB Engines (Serial Numbers ASP-652, ASP-654, and ASP-583). The scope includes annual inspections of all three gas turbine generator units, with required work encompassing complete mechanical and electrical inspections, internal borescope inspections, fuel nozzle removal and inspection, thermocouple and electrical harness checks, magnetic chip detector inspection, air and fuel filter service, exhaust system inspection, test runs, and functional testing of control systems and annunciators. Service technicians must respond to requests within five work days and arrive onsite within that timeframe; emergency response is required within 24 hours of notification. The contract will commence upon execution and continue for two years with two one-year renewal options, or until expenditures reach the awarded amount.

Replacement parts must be OEM-approved equivalents with a minimum 30-day warranty and shall be billed at the contractor's cost plus a material markup not to exceed 15%, with the contractor required to provide cost documentation. All parts shipments must be F.O.B. destination freight prepaid, with freight costs reimbursed with no markup. Regular hourly labor rates apply for work Monday through Friday, 7:00 AM to 5:00 PM, with separate emergency hourly rates for work outside normal business hours and weekends. Contractors delayed beyond the five-work-day response time incur a 5 percent billing rate reduction for each work day late. Service technicians must maintain job tracking records and provide daily activity reports verified by an Authority representative before payment authorization. The contract does not guarantee specific parts quantities, labor hours, or total expenditure amounts, as all orders are placed on an as-needed basis only with payment limited to parts actually ordered, freight actually expended, and hours actually worked.

A. QUALITY

All parts must be OEM replacement parts or approved equivalent. Equivalent means parts that are equal or superior in every aspect including, but not limited to, criteria of performance, reliability, serviceability, and interchangeability.

All parts shall carry a minimum of thirty (30) day warranty for defects in materials and workmanship. Any standard Manufacturer's warranty, if longer than thirty

(30) days, shall apply.

In the case of rebuilt or reconditioned component OEM parts that may customarily carry a longer term of guarantee for workmanship or materials, the usual terms and conditions shall apply.

For parts that are authorized by the Authority, deliveries must be made within the lead time specified in the approved quote. Parts shall be billed at the Contractor's cost, plus the % Material Markup agreed upon under this Contract (not to exceed 15%). That is:

BP = CP + (CP x MM)

Or equivalently:

BP = CP x (1 + MM)

Where:

BP = Billing Price (amount charged to the Authority)

CP = Cost Price (actual cost paid by the Contractor for the part)

MM = % Material Markup (expressed as a decimal, e.g., 15% = 0.15)

For all invoices relating to the furnishing and delivery of replacement parts, the

Contractor shall attach documentation providing proof of the actual cost paid by the

Contractor for said parts. This documentation may include, but is not limited to, supplier invoices, purchase orders, or receipts. This requirement is to enable the

The contractor must utilize standard shipping methods and all charges shall be in accordance with the area's customary freight charges. Overnight, air freight, or next day shipment must be specifically authorized by the Authority.

Freight costs shall be considered a direct expense to the contractor that will be reimbursed to the contractor with no mark up. Freight costs must be substantiated with written freight invoices and will be charged against the freight allowance given in the bid proposal. The Authority will only pay what is listed on the supplied freight invoice. The amount of the freight allowance given in the bid proposal is neither a maximum nor a minimum of what may be charged for freight costs. It is an arbitrary allowance that was assigned for the purpose of obtaining consistency in the bids received.
