About this file
This is Addendum #2 to a solicitation issued by the Savannah-Chatham County Public School System in Georgia for document destruction and related services under annual contract BID 27-05. The solicitation seeks qualified vendors to provide on-demand, on-site document shredding services to support the district's records management and compliance initiatives. The original posting date was August 23, 2026, with an initial closing date of September 22, 2026, which was revised to September 24, 2026. Addendum #2 was posted on September 18, 2026, to clarify key requirements and address bidder questions regarding contract performance and service specifications. The contract encompasses recurring, on-demand services utilizing three standard container types: standard banker boxes (15x12x10 inches), standard copy paper boxes (11x10x18 inches), and legal bank boxes (15x10x24 inches).
The addendum establishes that the awarded prime contractor must directly perform document destruction services rather than simply subcontracting the work to another entity, with failure to do so resulting in disqualification as non-responsive and non-responsible. Bidders must demonstrate five continuous years of direct secure shredding experience, i-SIGMA/NAID AAA certification, mobile on-site shredding capabilities, and required audit documentation. The School District clarified that shredding standards must meet DIN 66399 Level P-4 or higher with cross-cut shredding capabilities and cannot be substituted with NAID requirements. The District may permit temporary subcontracting only to prevent service disruptions from unexpected events or to supplement capacity for special projects, but such arrangements are not acceptable at the time of initial award. All other terms and conditions from the original solicitation remain unchanged.

Document Destruction and Related Services (Annual Contract) Number: BID 27-05
Posting Date: 08-23-2026
Closing Date: 09-22-2026 REVISED CLOSING DATE – 09-24-2026
Addendum: #2
Posting Date: 09-18-2026
The information contained in this document shall become an official part of the original document and shall be acknowledged as noted on the Certification Form (Form 1) of Solicitation Document in the space provided. Failure to acknowledge receipt of an addendum may result in a status of non-responsive. Firms are encouraged to review the contents of this document and to respond accordingly.
Addendum No. 2 is being issued to answer the following questions:
Question #1:
Does Savannah-Chatham County permit the awarded Prime Contractor to utilize a qualified subcontractor/service provider to perform all or a portion of the document destruction services provided that the Prime Contractor remains fully responsible for contract management, performance, invoicing, compliance, and all contractual obligations?
If so, are there any specific subcontractor disclosure, certification, licensing, or approval requirements that must be included with the bid?
Answer #1 The School District expects the awarded Bidder to actually perform the document destruction services directly, rather than simply subcontracting the performance of the work to another individual or entity. A bidder simply proposing to subcontract the performance of the work will be disqualified as not “responsive” and not “responsible” for this solicitation.
The School District may, in its discretion, allow a successful bidder to subcontract with another provider to prevent a brief disruption in service due to an unexpected event preventing a Bidder from performing the services directly on a temporary basis or to allow the successful bidder to temporarily increase capacity for a special project to supplement Bidder’s own forces.
Question #2:
This section requires that shredding standards meet DIN 66399 Level P-4 or higher and also specifies cross cut shredding. Few if any shred trucks provide cross cut shredding. NAID requirements are 3/4" wide and 2 1/2" long. Can we substitute NAID required shredding size for the Shredding Standard in Attachment A?
Answer #2:
We cannot substitute the NAID requirement

Question #3:
For Bid 27-05, may a bidder serve as the Prime Contractor and satisfy the minimum technical qualifications identified in Attachment A—including the five (5) continuous years of secure shredding experience, i-SIGMA/NAID AAA certification, mobile on-site shredding capabilities, required audit documentation, and similar past-performance requirements—through a qualified subcontractor that will perform the document destruction services?
If so, should the Prime Contractor submit the subcontractor's certifications, experience, references, audit documentation, personnel qualifications, and other supporting documentation with its bid to demonstrate compliance?
Answer #3:
As stated in answer to Question 1, the School District expects the awarded Bidder to actually perform the document destruction services directly, rather than simply subcontracting the performance of the work to another individual or entity. A bidder simply proposing to subcontract the performance of the work will be disqualified as not “responsive” and not “responsible” for this solicitation. Consistent with this direction, the five-year experience requirement should be the Bidder’s own experience directly providing document destruction services, not simply subcontracting those services. Since a subcontractor would not be accepted at the time of initial award, submission of a subcontractor’s certifications is not required at this time.
Question #4:
Please confirm whether Bid 27-05 is intended for on-demand, on-site document destruction services priced per box, with no regularly scheduled service and no requirement for the contractor to furnish, place, exchange, or service secure collection containers.
If recurring container service is required, please provide the required container types and sizes—including any 32-, 64-, or 96-gallon carts—the estimated quantities, service locations, pickup frequencies, and applicable pricing instructions.
Answer #4:
The service is recurring and is on-demand. The container sizes were included in the original solicitation. For reference the sizes are outlined below:
Box Description Dimensions (inches)
Standard banker box 15x12x10
Standard copy paper box
11x10x18
Legal bank box 15x10x24
***ALL OTHER TERMS AND CONDITIONS REMAIN UNCHANGED***
