About this file

This is an Award Memo issued by the Utah Division of Purchasing and General Services regarding a non-competitive procurement for a service agreement related to Shimadzu Total Organic Carbon Analyzers (TOC-L/TNM-L instruments). The intended awardee is Shimadzu Scientific Instruments. The contract was awarded without engaging in a standard procurement process based on justifications submitted by the conducting procurement unit, which are documented in supporting files. The award notification indicates that the selected vendor must not commence work, purchase materials, or enter into subcontracts until both the recipient and the Division of Purchasing and General Services execute the contract or issue a purchase order.

The receipt of this award notification does not constitute a binding contract; only an executed purchase order or signed contract between Shimadzu Scientific Instruments and the Division of Purchasing and General Services creates enforceable contractual obligations. Vendors have seven days from the issuance of this notice to submit any formal protests of the award decision in writing to the Procurement Officer. The solicitation evaluated all responses according to criteria detailed in the original solicitation documents. Next steps and additional details will be communicated to the awarded vendor via phone or email.
