About this file
This Scope of Work document is prepared by the State of Utah Department of Natural Resources, Division of Wildlife Resources for a helicopter transportation and lift project. The project seeks to transport five boss tank guzzlers and associated materials to five remote wildlife installation sites located near Birdseye, Utah on the Lake Fork Wildlife Management Area and near Fountain Green, Utah on the northeast side of the San Pitch Mountains. The contractor will provide helicopter services and ground crew to deliver guzzler tanks (approximately 800 lbs each), roofing materials and metal posts for apron construction (approximately 800 lbs per site), and wood fencing materials (approximately 800 lbs per site). A total of 20 flights are required: 8 flights from the Lake Mountain staging area and 12 flights from the San Pitch staging area, with flight distances to individual guzzler sites ranging from 0.9 to 4 miles. The project timeline allows for execution any day between June 1 and June 25, 2026. No mandatory site visit or bidders' meeting is specified, and award will be made to the lowest cost responsive and responsible vendor.
Bids must provide a single total cost for the entire project, inclusive of all materials, fuel, personnel, and equipment necessary for completion. The contractor must provide personnel at the staging areas to attach loads and crew members positioned at each drop site to detach loads from the helicopter. Additional flights are required to drop off and retrieve contractor personnel at each installation site. Payment will be issued only after the entire project has been completed. Contractors must guarantee pricing for the entire project completion period, and questions regarding the solicitation should be submitted through the Bonfire platform.

STATE OF UTAH DEPARTMENT OF NATURAL RESOURCES
DIVISION OF WILDLIFE RESOURCES
Project Name: Central Region Helicopter Guzzler Lift Project 2026 Requested Items: We are seeking to hire a helicopter and ground crew to fly five boss tank guzzlers and materials to five locations.
Project Locations: The project is located at two different staging areas. One is located near Birdseye, UT on the Lake Fork Wildlife Management Area. The other staging area is on the northeast side of the San Pitch Mountains, near Fountain Green, UT. (See maps) We will be flying in 5 guzzler tanks, apron materials for 5 guzzlers, and fencing materials to all 5 guzzler sites. The sites are remote and the contractor will also need to fly one of their crew members into the site first so that they can detach the materials from the helicopter. As a result, there will need to be a total of 8 flights from the Lake Mountain staging area and 12 flights from the San Pitch staging area. So, a total of 20 flights.
The distance from the staging area to each guzzler site varies. From the staging areas to the guzzler drop sites it is approximately: Guzzler 1. .9 miles, Guzzler 2. 1.65 miles, Guzzler 3. 4 miles, Guzzler 4. 1 mile, Guzzler 5. 1.7 miles.
For exact locations of guzzler sites and staging areas see maps and files attached.
Specifications: The guzzler tanks are solid fiberglass tanks that weigh approximately 800 lbs. The second load consists of roofing materials and metal posts that must be lifted to each site to build aprons that also weigh approximately 800 lbs. A third load of wood fencing materials weighing approximately 800 lbs will be flown last.
Once all the materials have been delivered to the sites, DWR, USFS, and volunteers will install the guzzlers.
Project Timeline: The project can occur any day between June 1 and June 25, 2026.
Bidding: Bids should be given on one total cost for the entire project cost. This should include all costs related to complete the project. Bids must include all materials, fuel, personnel, etc. necessary to complete the project. The contractor must have personnel to attach loads at each staging area and have crew members at each drop site to detach the load from the helicopter. All sites are very remote and will require crew members to be dropped off at the installation site to detach loads. The helicopter should plan on an extra flight for each site to drop off and pick up their personnel.
Payment: Payment will be issued after the entire project is completed.
Questions should be submitted via Bonfire.
