About this file

This document is an Addendum (#5) to a Request for Proposals (RFP) issued by the Port Authority of New York and New Jersey for expert professional port planning and marine infrastructure development services. The RFP (#6000002153) seeks environmental engineering, planning, and analysis services to be performed on a task order basis over a four-year term, with proposals due by 2:00 P.M. on June 10, 2024. The RFP includes specific participation goals for Minority-Owned Business Enterprises (MBE), Women-Owned Business Enterprises (WBE), and Service-Disabled Veteran-Owned Businesses (SDVOB).

The addendum clarifies three key points from previous versions of the RFP: (1) there is a demonstrated good faith effort requirement to meet 20% MBE, 10% WBE, and 3% SDVOB goals, with no limits on the number of subconsulting certified firms; (2) the prime proposer must solely demonstrate compliance with proposer requirements in Section V, independently satisfying all environmental engineering, planning, and analysis requirements; and (3) a Management Approach is not required for the proposal, despite being mentioned in a pre-proposal meeting slide. Proposers can contact Ms. Courtney R. Eddington at ceddington@panynj.gov with any questions about the RFP.

SUBJECT: REQUEST FOR PROPOSALS FOR THE PERFORMANCE OF EXPERT

PROFESSIONAL PORT PLANNING AND MARINE INFRASTRUCTURE

DEVELOPMENT – ENVIRONMENTAL ENGINEERING, PLANNING,

AND ANALYSIS SERVICES AS REQUESTED ON A “TASK ORDER”

BASIS FOR A FOUR-YEAR TERM (RFP# 6000002153) – ADDENDUM #5

Dear Sir or Madam:

The following is a question from a Request for Proposals (RFP) recipient. The question and the corresponding Port Authority of New York and New Jersey (the Authority) answer is provided for your information and use, as appropriate.

Question #1: The Request for Proposal sets a 33% combined participation goal for MBE/WBE/SDVOBs in the Participation Plan. However, Addendum #4 states subconsulting certified MBE/WBE/SDVOB firms are encouraged. Accordingly, is the 33% participation goal required or encouraged?

Answer #1: A demonstrated good faith effort to meet the 20% MBE, 10% WBE, and 3% SDVOB goals is the requirement for proposers. There is no limit to the number of MBE/WBE/SDVOB firms that are used as subcontractors on a certain contract, nor is there any issue with exceeding the 20/10/3 goals.

Question #2: Addendum #4 states only staff and firm qualifications of the Prime Proposer will be considered for the ratings as noted in Section V. Please confirm the Prime Proposer must solely satisfy all Environmental Engineering, Planning, and Analysis (A-G) independently.

Answer #2: The Prime firm must solely demonstrate compliance with the proposer requirements listed in Section V.

Question #3: Pre-proposal Meeting Slide 24 includes 4. Management Approach. However, we do not see instructions for including a Management Approach in the RFP. Please confirm that a Management Approach is not required or provide instructions for what this should cover and where to include it in the proposal.

Answer #3: A Management Approach is not required for this RFP. The presentation is for information purposes only. The RFP supersedes any information included in the presentation.

The date for receipt of proposals for the subject RFP remains 2:00 P.M. on June 10, 2024.
