About this file

This document is an Addendum (#4) to a Request for Proposals (RFP #6000002153) issued by the Port Authority of New York and New Jersey for expert professional port planning and marine infrastructure development services. The RFP seeks environmental engineering, planning, and analysis services to be performed on a task order basis over a four-year term, with the proposal submission deadline extended to 2:00 P.M. on June 10, 2024.

The RFP includes a specific diversity goal of 33% combined participation for Minority-Owned Business Enterprises (MBE), Women-Owned Business Enterprises (WBE), and Service-Disabled Veteran-Owned Businesses (SDVOB). While joint venture partnerships will not be considered, the Port Authority encourages subconsulting opportunities with certified MBE/WBE/SDVOB firms. The prime proposer must meet all requirements and will be the primary entity evaluated, though they may include resumes and qualifications from subconsultants. At the task order level, work can be performed by both the prime proposer and subconsultants, with the prime proposer having the discretion to self-perform the entire scope of work.

SUBJECT: REQUEST FOR PROPOSALS FOR THE PERFORMANCE OF EXPERT

PROFESSIONAL PORT PLANNING AND MARINE INFRASTRUCTURE

DEVELOPMENT – ENVIRONMENTAL ENGINEERING, PLANNING,

AND ANALYSIS SERVICES AS REQUESTED ON A “TASK ORDER”

BASIS FOR A FOUR-YEAR TERM (RFP# 6000002153) – ADDENDUM #4

Dear Sir or Madam:

The Port Authority of New York and New Jersey (the Authority) hereby amends the subject Request for Proposals as follows:

The date for receipt of proposals for the subject RFP has been changed to 2:00 P.M. on June 10, 2024.

The following is a question from a Request for Proposals (RFP) recipient. The question and the corresponding Port Authority of New York and New Jersey (the Authority) answer is provided for your information and use, as appropriate.

Question #1: The Port Authority has a goal of 33% combined participation for MBE, WBE, and SDVOBs, and we have identified partners to meet these goals. We intend to include those partnering firms' qualifications and experience in the main section of our submittal in addition to a participation plan. The proposer requirements matrix states that the Authority will only consider the Prime firm's qualifications and that Joint Venture Partnerships will not be considered. Can you clarify that statement?

Does this mean that any Prime must be able to self-perform the entire scope of services? Does this rule out team pursuits or is this merely intended to prevent large companies from entering a JV with a MBE/WBE/SDVOB partner and using that to ostensibly meet the participation goals. Assuming that we can submit as a team, and we include resumes from various members of that team in our qualifications and experience package, will those that are not part of the Prime consultant be omitted from submittal scoring?

Answer #1: The Proposer Requirements in Section IV must be met by the Prime Proposer.

While you may submit resumes from various members of your team, which may include subconsultants, only staff and firm qualifications of the Prime Proposer will be considered for the ratings as noted in Section V. Additional Information, item 2.

At a task order level, the Scope of Work may be performed by staff from both the Prime Proposer and its subconsultants; It is a business decision of the Prime Proposer to self-perform the entire Scope of Work, but subconsulting opportunities for Port Authority certified MBE/WBE/SDVOB firms are encouraged.
