About this file

This Scope of Work document outlines waste tire transportation and disposal services for Marion County Solid Waste in Florida, requiring contractors to transport and dispose of waste tires collected at the Marion County Solid Waste Baseline Landfill located in Ocala. The County seeks to award a minimum of two vendors on a two-year contract with three annual renewal options. Services encompass transportation of passenger and light-duty truck tires, commercial truck tires, tractor-trailer tires, off-road tires, and rubber equipment tracks sourced from both residential and commercial waste streams. Estimated annual quantities include 2,000 tons of passenger and light-duty tires and 250 tons of off-road tires, though quantities are not guaranteed. Contractors may remove tires Monday through Saturday, 7:00 AM to 5:00 PM, and must coordinate with County staff regarding service frequency and scheduling. The County will load all tires and provide weighed scale tickets at the certified scale; contractors are responsible for transporting materials to Florida Department of Environmental Protection (FDEP) permitted disposal or recycling facilities. Contractors must respond to service requests within 48 hours and maintain compliance with all local codes, FDEP policies, and OSHA standards.

Compensation is based on actual tonnage delivered, with pricing submitted on a unit cost per ton basis for each tire category. The County will pay invoices submitted within ten working days after service or on a monthly basis, contingent upon County review and approval matching certified scale tickets, with payment terms of Net 45 days. Contractors must maintain Workers' Compensation insurance, Commercial General Liability of $1 million per occurrence, and Business Automobile Liability of $500,000 combined single limit. All contractors must be properly licensed, in good standing with Marion County, and either use approved subcontractors or operate independently; the County reserves approval rights over any subcontractors based on experience, equipment, staffing, and financial capacity. Unit prices must remain valid regardless of actual quantities delivered throughout the contract term, and price adjustments are limited to one request per calendar year only for circumstances beyond the contractor's control.
