2. CONTRACTOR SECURITY/WORKING REGULATIONS

A. SECURITY CLEARANCES

All Contractor’s personnel coming onto Federal property must successfully pass a security clearance. Security clearance paperwork shall be submitted to the Contracting Officer’s Representative (COR) within ten (10) calendar days of receiving the Notice to Proceed. The Contractor awarded the contract should plan on security clearances being completed within fourteen (14) working days from submittal of a fully completed security clearance packet.

Security clearances must be successfully processed prior to any personnel coming onto the FCC Coleman property.

In addition to security clearance compliances addressed elsewhere in this solicitation, the following conditions are specific to FCC Coleman.

Security clearance documents will only be accepted from the Contractor awarded the contract. If the services are subcontracted out to another Contractor, the Prime Contractor awarded the contract must submit the security clearance forms to the FBOP.

If submitted by any other Contractor, they will be rejected. The Prime Contractor awarded the contract has the responsibility to review the security clearance submissions to ensure they are filled out completely and signed prior to submitting to the FBOP for processing.

In the event a contractor’s employee cannot pass the security clearance process, they will not be permitted to work on this contract or be on FCC Coleman property. By law the FBOP cannot, and will not, release any information to the Contractor concerning the nature of why the rejected employee was not able to pass the security clearance process.

If applicable, all contractors/subcontractors working at FCC Coleman will be issued and required to wear a picture ID/contractor badge provided by the institution. For security reasons, the badge will be worn in a visible manner as directed by the COR.

All contractors and subcontractor employees will provide a check list of all employees on site each day to the COR, verifying the number of workers on site each day and that all workers are approved to be on site.

Workers will be escorted by Bureau of Prisons staff at all times. The COR will ensure a representative is present to allow access to all areas where Contractor needs to perform work.

Workers may not wear khaki or olive-green clothing, as inmates wear these colors.

Sleeveless shirts, shorts, and camouflage clothing are not permitted.

Use of tobacco products and other controlled substances on project site is not permitted.

On Federal property, smoking is only allowed in designated outdoor areas.

Electronic/vapor devices are not permitted inside the perimeter fences and should remain

FCC Coleman, Florida Install Control Fence - FPC

Project # 24Z3AU4 secured in the Contractor’s locked vehicle. This policy will be strictly enforced. If prescription or other medication is required, bring only the amount of needed during the work shift.

Interaction with inmates is prohibited.

Employee Identification: Contractor personnel working on site must bring valid photo identification to the institution each day.

Electronic Devices: Cell phones, two-way radios/pagers, cameras, tablets, and laptop computers are not permitted on the work site.

B. WORK HOURS

Work Hours shall be between the hours of 7:30 AM and 3:30 PM EST, Monday through Friday, excluding Saturday, Sunday, and any Federal holiday. Should the Contractor need to access the site to conduct work associated with this contract at a time other than those listed above, the Contractor will request an alternate time in writing to the COR five (5) working days prior to the date and time requested.

Contractors should realize this is an operational correctional institution and delays will likely be encountered due to security concerns within the institution. There will be unscheduled delays due to working in a correctional environment, such as fog, inmate fights, mass shakedowns, etc.

Contractor should realize that during an eight-hour workday, eight hours of work will not typically be accomplished due to these security issues, i.e., check-in screening, for security screening of personnel, tools, materials, and equipment, and for reasonable delays due to inmate movements, institution lock-down or other emergency, fog or other weather event, etc.

In the event of an institution emergency, the Contractor will be instructed to secure all work, secure and stow all tools, equipment and materials, and will be escorted from the work site.

Work will be suspended until the institution emergency passes.

All work under this project is outside the secured perimeter fence; therefore, the delays typically experienced by contractors processing into an institution will not be experienced by the contractor for the duration of this project. Contractor’s personnel should bring all materials, supplies, tools, incidentals, etc.to the jobsite daily.

Illegal drugs, weapons, and firearms of any kind are strictly prohibited on Federal property.

Introduction of contraband, which is anything inmates are prohibited from possessing (such as, cell phones, cigarettes, alcohol, pornographic material, etc.), into a correctional facility is a Federal felony offense. Violators will be fully prosecuted of the law.

C. TOOL CONTROL AND MATERIAL STORAGE

At a minimum, tools will be inventoried at the beginning of the workday and at the end of the workday. Report lost or broken tools to the escorting officer immediately. All parts of broken tools must be accounted for. Should a tool become missing, Contractor’s personnel will not be permitted to leave the work site until the tool is found or a search has been completed for the missing tool to the satisfaction of the on-duty Chief of Correctional Services or Operations Lieutenant. The Government will not incur any additional charges because of searching for a lost tool due to the negligence of the Contractor’s personnel.

All construction materials/tools shall be stored in a designated area mutually agreed upon between the COR and the contractor. The storage area will be a secure lockable gang box or similar, size to be determined by the contractor and the COR. If required, the contractor shall provide a securable, single point access storage container, such as a connex box that will be left in the agreed upon storage area for the duration of the project. The contractor and the COR. will determine size of the storage container. The container will be secured using a padlock protocol with two locks to secure it. One shall

FCC Coleman, Florida Install Control Fence - FPC

Project # 24Z3AU4 be a contractor lock and the other lock provided by the institution. If necessary, a heavy-duty chain provided by the contractor may be used to facilitate the locking requirement.

All materials and equipment stored within the container will be maintained in a safe an orderly fashion. Materials may not be stored at a height that would create a fall hazard.

All contractor owned extension cords that will be used during the project, regardless of length, shall be in good condition with no broken outer insulation. Extension cords are considered a “high risk” tool having a Federal Bureau of Prisons’ classification of “AA Tool” when coming within twenty-five feet of any institution’s perimeter fence. All contractor owned extension cords used for this project will be required to be secured in the locked gang box at the end of each workday for the duration of the project.

D. SAFETY AND PERSONAL PROTECTIVE EQUIPMENT

All Contractor’s employees shall have and wear the required personal protective equipment (PPE) prescribed by industry standards, OSHA, etc. always while on the job site. It is the responsibility of the Contractor to provide all PPE equipment.

Should a system require Lock-out/Tag-out, the system will be required to have both Contractor and FCC Coleman locks on the isolation point to prevent shock. All Lock-out/Tag-out procedures will follow the institution Lock-Out/Tag-Out program.

Welding and grinding will require a Hot Work Permit and shall comply with the institution’s Hot Work Permit Program.

The Contractor shall provide to the COR copies of the material Safety Data Sheet (SDS) on all materials and substances that may be used over the course of the project. In the event the material is not approved by the Institution Safety Manager via the COR, it is the responsibility of the Contractor to locate and procure an alternative product.

J. Fabric: Fence fabric shall be secured to top, intermediate, and bottom rail with 9 gauge aluminum coated steel tie wire woven through fence fabric, completely around the rails. Tie wire shall be twisted three twists on the rail side of fence and the tails of the wire cut off to preclude untwisting by hand.

Leave 7/8” minimum to 1-1/8" maximum clearance between concrete slab or finish grade and bottom selvage. Leave 2” between top selvage and top horizontal rail. Install fabric on security side or institution side of fence, and anchor to framework so that fabric remains in tension after pulling force is released. Stretch fabric to the point where maximum deflection at the center of the panel does not exceed the more stringent of 2” under 30 lbs and 4” under 50 lbs. Maintain tension by securing stretcher bars to posts with metal bands spaced 12” o.c. maximum. Fasten fabric to framework with wire ties, spaced 12” o.c. maximum for all posts, rails, braces, and tension wires. Tighten all fasteners securely, eliminating fabric movement across framework.

K. Stretcher Bars: Thread through or clamp to fabric, secure to posts with metal bands spaced not over 12" o.c.

L. Gates: Install gates plumb, level, and secure for full opening without interference. Adjust hardware for smooth operation and lubricate.

M. Fasteners: Install nuts for tension bands and hardware bolts on side away from inmates. Spot-weld nuts to bolts in position to prevent removal. Touch up damaged galvanized finish as required.

N. Post and Line Caps: Provide weather tight closure cap for each post.

O. Grounding: See Section 26 05 26 for grounding requirements.

PART 2 - PRODUCTS

2.1 WIRE-REINFORCED BARBED TAPE

A. Barbed Tape Coils shall be 30" in diameter. Tape shall be fabricated from ASTM 176 Stainless Steel strip hardened to Rockwell 35-40, 0.025" thick, 1" width prior to roll forming.

B. Clusters of four barbs having a maximum tip radius of 0.005" shall be punched 4" on center. Barb clusters shall have a minimum length of 1.2".

Barbs shall be alternately offset from the tape center line 0.15"-0.45".

C. The stainless-steel strip shall be permanently cold clenched around a 0.098" diameter austenitic stainless steel core wire conforming to ASTM A-580, having a minimum tensile strength of 130 ksi. The barbed tape shall have a minimum 230 degree wrap about the core wire. Barbed tape clips placed around the circumference of the tape shall be such that adjacent loops are rigidly fixed, preventing any slippage of one past another at the point of attachment. Clips shall be fabricated from 0.065"x0.375" stainless steel and capable of withstanding a pull of 200 lb.

2.2 INSTALLATION TIES

A. The Contractor shall use one of the following methods:

1. Wire Ties used to attach security coils to the chain link fabric, tension wire, and other rows of barbed tape shall be austenitic stainless steel, 7" ±1" long, 16-gauge thick, twistable ties. No less than three ties shall be used for each 1 ft of installed length of barbed tape used.

The wire shall have 3 complete twists. Wire ties shall draw the fence fabric or adjacent coil loops tightly together.

2. Alternative “Hog Rings” used to attach security coils to the fences shall be 12.5-gauge stainless steel and shall be used to fasten barbed tape to chain link fabric, tension wire, and other rows of barbed tape. No less than three hog rings shall be used for each 1 ft of installed length of barbed tape. Hog rings shall not be used

Sensitive But Unclassified – SBU where electronic detection is an integral part of the fence system.

2.3 BARBED WIRE

A. Barbed wire shall be two-strand, 0.12" thick, Class 3, meeting the requirements of ASTM A121. Barbs shall be four-point 0.1" thick aluminized wire interwoven and spaced 4" to 6" apart.

PART 3 - EXECUTION

3.1 PREPARATION

A. Surface Conditions: Prior to work of this Section, carefully inspect the installed work of other trades and verify that such work is complete to the point where this installation may properly commence.

B. Do not proceed with installation in areas of discrepancy until all such discrepancies have been fully resolved

3.2 INSTALLATION

A. GENERAL

1. Protective Gear: Mandatory protective gear: hardhats, goggles, gloves, and steel toe shoes. Contact manufacture for additional information regarding protective gear.

2. Installation Equipment: Provide equipment adequate to support and protect the workers while installing coils at heights greater than 72" above the finish grade. Alternative methods are accepted, provided adequate precautions are taken.

3. Experience: Contractors not familiar with Barbed Tape Installation shall contract with the manufacturer in order to have the manufacturer’s representative on the construction site during the initial installation. Installers shall have three years minimum experience. Contractor is to obtain manufacturer’s installation instructions and final inspection services. Contractors shall arrange for these services a minimum of two weeks prior to the date needed.

4. Install work of this Section in accordance with the following general installation instructions and also with the manufacturer’s recommendations.

B. WIRE REINFORCED BARBED TAPE

BARBED TAPE 32 31 13.60 -4

Sensitive But Unclassified – SBU

1. Top of the Fence Installation (Interior, Exterior and Sallyport Fences):

a. Coils shall be installed horizontally on the approach side of the fence. Stretch out the coil and allow it to rotate (spiral) around its central axis.

b. Before attaching coils to the fence fabric, inspect the roll for tangles and proper coil spacing.

c. Locate the coil loops 12" o.c. and permanently or temporarily secure in place. If temporarily attached follow with another crew and complete the tying operation.

d. Since the wire is tied to the highest point on the fence, allow for off-center tying (above and below tie points). This tying method reduces coil movement; coil movement creates mechanical noise effecting most fence mounted electronic detection systems. Additional ties may be required to reduce any audible noise.

2. Side of the Fence Installation:

a. Follow, “Top of the Fence Installation”, for deployment procedures, except that the 12" o.c. tie points are uniformly placed at the specified height. Installation sequence will depend upon the security coil configuration.

b. Adjacent rows are attached one to the other 48" o.c.

3. Splicing:

a. Symmetrical in shape, each roll has a splicing tail consisting of 4 to 8 barbs. Connect the trailing ends of the preceding coils to the leading end of the following roll by aligning the end coils and matching the clip pattern around the circumference of the two rolls being connected. This will determine the number of barb clusters in the splice.

b. Tie the overlapping tails together by placing tie wires diagonally across a minimum of two pairs of barb clusters so as not to allow one barb slipping past another. Complete the splice by placing ties at two other locations diametrically opposite to the splicing tails where clips would have been if manufactured in one continuous roll.
