About this file
This is a Measurement and Payment appendix for the Irish Acres to Silver Springs Regional Water Main Interconnect – Phase 1 project administered by the Marion County Utilities Department (MCUD). The document outlines detailed specifications for installing water main infrastructure including 16-inch water mains using various methods (open-cut, horizontal directional drilling, and jack and bore), system valves, fire hydrants, ductile iron fittings, pressure reducing valve assemblies, and connections to existing water mains. The scope includes mobilization, insurance and permits, payment and performance bonds, maintenance of traffic, construction surveying, as-built drawings, environmental assessments, erosion control, and final restoration work. The project also encompasses alternate bid items for different installation methods, contingency items for specialized work like gopher tortoise relocation and rock excavation, and various restoration activities including asphalt and concrete driveway replacement.
Payment terms are structured around unit prices and lump sum amounts for different work categories, with partial payments prorated throughout construction based on percentage completion as determined by the MCUD Construction Representative. The contractor assumes all risks for determining quantities and must include overhead, profit, equipment costs, and coordination with utility owners in their pricing. Standard retainage applies to all partial payments, and stored materials payments are available for certain items meeting minimum quantity thresholds. The document specifies that work not covered by specific bid items but necessary for project completion is deemed included in the contractor's unit prices, with no additional compensation provided except through authorized change orders. All measurements and payments require approval from the MCUD Construction Representative, and the contractor is responsible for all incidental costs, protection of existing utilities, and comprehensive site restoration.
