Traffic Control Submittal Form and Price List Summary

This is an Itemized Price List Submittal Form for the Utah Department of Transportation (UDOT) Traffic Control across UDOT Regions 1, 2, and 3 contract, issued as an Invitation for Bid (IFB). The solicitation seeks a provider to furnish and maintain temporary traffic control devices to service three contiguous UDOT regions with continuity across all regions. The contract encompasses 14 line items for Regions 1, 2, and 3, including traffic control supervision, construction signage, plastic barrels, barricades (Types II and III), advance warning arrows, changeable message boards, truck-mounted impact attenuators, light plants, speed monitoring devices, shadow trucks, mobilization, and two-lane moving operations. Additionally, Region 4 is identified as a potential service area with the same 12 line items, though UDOT makes no guarantee that work will be assigned to that region. The contract is anticipated to primarily support nighttime maintenance activities along the I-15 Express Lanes, with mobilization to be paid only once per assignment, which typically consists of multiple shifts over 14 to 21 calendar days progressing along the corridor.

The pricing structure utilizes various unit measurements including hourly rates, daily rates (square footage per day, devices per day, and linear feet per day), and lot-based rates. Hourly rates range from $100 to $800 depending on the service type, with mobilization costs set at $25 per lot for Regions 1, 2, and 3 and $10 per lot for two-lane moving operation mobilization. The price list includes detailed payment methodology definitions, noting that sign area calculations are rounded to the nearest tenth of a square foot daily and rounded up to the whole square for payment purposes. Two-lane moving operations are defined to include all personnel, vehicles, equipment, and traffic control devices required per UDOT Standard Drawing TC-16D, with payment commencing at the contractor's reporting time once the complete operation is present and ready. The evaluation quantities provided are stated to be for cost evaluation purposes only, with UDOT providing no guarantee of actual usage levels.

Note 1: Mobilization will only be paid once per request, as most work will be for moving control work on the I-15 Express Lanes and devices impacting the express lanes.

Note 2: ft²*d – one square foot of sign face installed for one calendar day or part of calendar day. The number of square feet of each sign will be computed to the nearest tenth of a square foot. Each day the sum of the area of all the in-place sign faces will be rounded to the next whole square for payment purposes.

Dev*d – is defined as the number of devices used to control, direct or warn traffic per calendar day or part of calendar day.

ft*d – is defined as the number of linear feet of barricade placed per calendar day or part of a calendar day.

Note 3: Two-Lane Moving Operation – Hourly price shall include a complete Two-Lane Moving/Intermittent Operation in accordance with UDOT Standard Drawing TC-16D, including the additional personnel, vehicles, equipment, and traffic control devices required by the Scope of Work. Typical use is anticipated to be nighttime maintenance activities along the I-15 Express Lanes within UDOT Regions 1, 2, and 3. Payment begins at the reporting time specified by UDOT, provided the complete operation is present and ready for operation, and continues until the Contractor is released. Components included in the complete operation will not be paid separately under other contract items.

Note 4: Two-Lane Moving Operation Mobilization – Mobilization for the Two-Lane Moving/Intermittent Operation described in UDOT Standard Drawing TC-16D and the Scope of Work will be paid once per scheduled moving-operation assignment. A typical assignment is anticipated to consist of multiple nighttime shifts over approximately 14 to 21 calendar days, progressing along the I-15 Express Lanes through UDOT Regions 1, 2, and 3. The assignment may include multiple reporting and staging locations as work progresses along the corridor. Movement or staging of personnel, vehicles, and equipment between shifts or work locations within the assignment will not constitute an additional mobilization.
