About this file

This Scope of Work document outlines specifications for temporary traffic control services to be provided by the Utah Department of Transportation (UDOT) across Regions 1, 2, and 3. The primary service involves providing and maintaining temporary traffic control for freeway operations, with the main recurring need being preventive maintenance of the I-15 Express Lanes. The contract will be structured as a five-year, multi-award agreement consisting of a Primary Contractor and Secondary Contractor, with work assignments distributed first to the Primary contractor until they confirm inability to perform, then transferred to the Secondary contractor as needed. The contractor must provide geographic and operational continuity across all three regions, including complete two-lane moving/intermittent operations as a single operational package with all required personnel, vehicles, and equipment available together. Preventive maintenance occurs approximately twice yearly over 14 to 21 calendar days, with additional ad-hoc assignments anticipated for Express Lanes equipment, ramp metering systems, Wrong Way Driving systems, and other Freeway Operations infrastructure primarily within the urban Wasatch Front in Utah, Salt Lake, and Davis Counties.

The scope requires the contractor to furnish complete two-lane moving/intermittent operations that include one Traffic Control Maintainer, three trucks with truck-mounted impact attenuators and advance warning arrow panels, two additional trucks equipped with advance warning arrow panels, one portable changeable message sign with dedicated tow vehicle and driver, a minimum of 12 drums, and all necessary drivers, operators, labor, and equipment. Unit prices shall cover mobilization costs for delivery and retrieval of personnel, vehicles, equipment, and devices, with mobilization paid once per individual work assignment for general traffic control and once per scheduled moving-operation assignment for two-lane moving operations. The contractor must maintain compliance with the Utah Manual on Uniform Traffic Control Devices, UDOT Standard Specifications for Road and Bridge Construction, and UDOT Standard Drawings, and must coordinate continuously with the designated UDOT representative. UDOT does not guarantee any minimum quantity of work, and the contractor will be responsible for maintaining daily records of personnel, equipment, and device usage as directed by UDOT.

SCOPE OF WORK / SPECIFICATION

Providing and Maintaining Temporary Traffic Control for Freeway Operations

GENERAL

SUMMARY

The primary need is for a single Freeway Operations traffic control contract covering at least UDOT Regions 1, 2, and 3.

The primary recurring traffic control needed is for preventive maintenance of the Express Lanes. A maintenance cycle progresses along the corridor through UDOT Regions 1, 2, and 3 over approximately two to three weeks. Crossing Region boundaries is therefore not an occasional exception; it is inherent to every Express Lanes maintenance cycle. UDOT’s existing contracts are administered separately by each Region and have different contractors, pricing structures, and ordering requirements, making it cumbersome to maintain one continuous operation across the corridor.

The proposed contract also addresses an operational issue we have experienced with the existing à-la-carte contracts. UDOT needs the TC-16D two-lane moving/intermittent operation to be treated as a complete operational package, with all required personnel, vehicles, and equipment available together. Under the existing contracts, those components are ordered individually, creating difficulty consistently receiving the complete configuration needed to perform the work. The proposed contract makes the contractor responsible for providing the complete operation as a single contract item. Because this is a predictable need occurring twice each year for two to three weeks at a time, it also allows the contractor to plan and staff specifically for that recurring requirement.

Contractor must provide Freeway Operations with both geographic continuity across UDOT Regions 1–3 and operational continuity of the complete moving operation, rather than UDOT assembling the same operation from multiple regional contracts and individual pay items each time.

Background UDOT Freeway Operations operates and maintains freeway and traffic management systems throughout the state, including the I-15 Express Lanes, ramp metering systems, Wrong Way Driving systems, Traffic Monitoring Stations (TSMs), communications systems, and other roadside equipment. Maintenance, inspection, troubleshooting, repair, and replacement of these systems periodically require temporary traffic control to provide safe access to equipment located within or adjacent to the roadway.

The primary recurring use of this Contract is anticipated to support preventive maintenance of the I-15 Express Lanes. Preventive maintenance is currently performed approximately twice each year and generally consists of multiple nighttime work shifts occurring over a period of approximately 14 to 21 calendar days. Work progresses along the I-15 Express Lanes through the urban portions of UDOT Regions 1, 2, and 3 and typically requires a two-lane moving/intermittent traffic control operation. Each preventive maintenance period is anticipated to constitute a single scheduled moving-operation assignment, although the assignment may include multiple shifts, dates, staging locations, and work locations.

The Contract will also be used on an as-needed basis for other Freeway Operations activities. These assignments are generally shorter in duration and less predictable and may include work associated with Express Lanes equipment, ramp metering systems, Wrong Way Driving systems, TSMs, communications equipment, and other Freeway Operations infrastructure. Work under this Contract will occur within UDOT Regions 1, 2, and 3, with most work anticipated within the urban Wasatch Front, primarily in Utah, Salt Lake, and Davis Counties.

Note: Region 4 is not anticipated for use, but pricing is being requested should the need arise (see Pricing Form).

The anticipated frequency, duration, locations, and types of work described above are provided to characterize expected Contract usage and assist Contractors in establishing unit and mobilization pricing. Actual work will be performed on an as-needed basis as directed by UDOT. UDOT does not guarantee any minimum quantity of work.

Contract Goals Provide safe, reliable, and responsive temporary traffic control for UDOT Freeway Operations activities.

Provide a complete two-lane moving/intermittent traffic control operation capable of supporting recurring I-15 Express Lanes preventive maintenance activities.

Establish competitively bid unit prices for temporary traffic control personnel, vehicles, equipment, and devices that may be ordered on an as-needed basis.

Scope Of Work The Contractor shall provide the personnel, vehicles, equipment, and temporary traffic control devices necessary to support UDOT Freeway Operations activities. Work may include complete two-lane moving/intermittent operations, stationary lane closures, shoulder closures, and other temporary traffic control as directed by the designated UDOT representative.

The Contractor shall furnish, install, operate, maintain, relocate, and remove temporary traffic control as required by individual work assignments and in accordance with the Contract Documents and applicable UDOT standards.

This will be a five-year, multi-award Contract consisting of a Primary and Secondary Contractor. Work will be assigned first to the Primary contractor until they confirm they cannot perform and then will go to the Secondary contractor in accordance with the terms of the Contract.
