Overall SOW/Description and Technical Documents Mission Provide unarmed Protective Force services for Argonne National Laboratory.

Support protection of personnel, facilities, government property, and security interests.

Operating Environment DOE Office of Science national laboratory Approximately 1,500-acre campus Approximately 150 buildings 24/7/365 security operations

Primary Functions Central Alarm Station (CAS) Access Control Patrol Operations Incident Reporting

Key Contractor Responsibilities Provide staffing, supervision, and management necessary to meet contract requirements.

Support Laboratory-administered Protective Force training and qualification programs.

Maintain compliance with security requirements, written directives, and operational procedures.

Maintain a Quality Assurance Program and support corrective action processes.

Provide staffing support for special events, operational surges, and other mission requirements identified in the SOW.

Rather than walking through the SOW line by line, I want to highlight the operating environment and some of the key expectations associated with this contract.

This contract supports security operations at a DOE national laboratory that operates 24 hours a day, 365 days a year. The work extends beyond traditional access control and includes Central Alarm Station operations, patrol functions, security response, escort support, reporting requirements, and administrative oversight.

The successful contractor will need to maintain a stable workforce, meet staffing requirements, manage training and qualification programs, maintain required clearances, and effectively supervise personnel in a continuous operations environment.

The Laboratory provides overall security policy, written directives, and operational requirements. The contractor is responsible for day-to-day personnel management, supervision, compliance management, quality assurance, and execution of contract requirements.

I would encourage offerors to pay particular attention to the staffing requirements, key personnel qualifications, clearance requirements, Central Alarm Station responsibilities, reporting requirements, and quality assurance expectations contained within the SOW and exhibits.

The intent of the SOW is to clearly define the minimum operational requirements while providing offerors the opportunity to describe how they will successfully recruit, retain, manage, and support the workforce necessary to meet those requirements.

Key SOW Technical Requirements Staffing and Supervision Training and Qualification Management DOE Access Authorization Requirements Central Alarm Station (CAS) Operations Quality Assurance Program Special Event and Surge Staffing Support

This slide highlights several of the primary technical requirements contained in the Statement of Work.

The contractor is responsible for providing staffing, supervision, and day-to-day management of Protective Force operations.

Requires contractor personnel to complete and maintain Laboratory-directed training, qualifications, certifications, and DOE access authorization requirements applicable to their assigned duties. The contractor is responsible for ensuring personnel remain compliant with those requirements.

The contract includes operation of the Central Alarm Station, access control activities, patrol operations, escort services, and incident reporting functions.

The contractor is also responsible for maintaining a Quality Assurance Program and supporting special events, operational surges, and other staffing requirements identified in the SOW.

Offerors should review the Statement of Work and associated exhibits carefully, as they contain the detailed requirements applicable to contract performance.
