About this file
This is a Statement of Work for a protective coating project at Argonne National Laboratory. The contractor must perform internal surface preparation and application of a high-performance protective coating system to three water-cooled chiller condenser water boxes, tubesheets, and heads located in Building 450, Lemont, Illinois. The project is performance-based and requires the contractor to furnish all labor, supervision, engineering, materials, equipment, containment systems, and waste disposal. Subcontracting is not preferred, and all work must be performed by the contractor's direct employees.
The technical scope includes abrasive blasting to SSPC-SP10/NACE No. 2 minimum, surface restoration using compatible immersion-rated epoxy compound, application of a two-coat high-build immersion-rated coating system with a minimum 20 mils dry film thickness, and comprehensive inspection with DFT readings and holiday detection. Pre-mobilization submittals must include a work plan, coating data sheets, safety data sheets, and quality control plan. Work must comply with SSPC/NACE standards, OSHA regulations, coating manufacturer specifications, and Argonne Environment, Safety & Health requirements, with the most stringent requirement governing. Applicators must be manufacturer-trained or certified, and all non-conforming work must be corrected at no additional cost. The contractor must provide a minimum five-year warranty against coating failure due to workmanship or material defects under normal condenser water service conditions. The work shall be completed after Notice to Proceed and coordinated with Laboratory outage scheduling.

APPENDIX B – STATEMENT OF WORK
02/21/2026
Project Title: Condenser Water Box and Tubesheet Protective Coating – Building 450
Period of Performance: As defined in the resulting contract
Abstract
Argonne National Laboratory requires internal surface preparation and application of a high-performance protective coating system to three (3) water-cooled chiller condenser water boxes, tubesheets, and heads located in Building 450. Work includes containment, abrasive blasting, surface restoration, coating application, inspection, testing, documentation, and warranty. This requirement is performance-based.
1. Background
Building 450 houses water-cooled chillers serving laboratory operations. Internal condenser surfaces require protective coating to mitigate corrosion, extend asset life, and maintain system reliability.
2. Scope
The Contractor shall furnish all labor, supervision, engineering, materials, equipment, containment systems, waste disposal, quality control, and incidentals required to complete the work. No proprietary products are specified. Proposed coating systems must meet or exceed the performance requirements herein.
All work under this agreement shall be performed by contractor's direct employees.
Subcontracting or assignment of any portion of the scope is not preferred.
3. Objectives
Provide long-term corrosion protection for condenser water immersion service, verified adhesion and coating thickness meeting manufacturer specifications, and a minimum five
(5) year performance warranty.
4. Applicable Standards
Work shall comply with SSPC/NACE standards, OSHA regulations, coating manufacturer technical data sheets, and Argonne ES&H requirements. The most stringent requirement shall govern.
5. Requirements
Pre-Mobilization Submittals: Work plan, coating data sheets, SDS, QC plan.
Surface Preparation: Abrasive blast to SSPC-SP10 / NACE No. 2 minimum. Achieve required surface profile and verify cleanliness.
Surface Restoration: Repair pitting and irregularities with compatible immersion-rated epoxy compound.
Coating Application: Apply two-coat high-build immersion-rated coating system. Minimum total DFT 20 mils unless manufacturer requires greater. Record environmental conditions.
Inspection: Record DFT readings, perform holiday detection if applicable, repair defects, provide inspection logs.
6. Deliverables
Approved submittals, daily reports to technical representative, surface prep records, final completion report, and warranty certificate.
7. Quality Assurance
Applicators shall be manufacturer-trained or certified. Non-conforming work shall be corrected at no additional cost.
8. Government-Owned Property
No Government-furnished materials are anticipated. Contractor shall protect Laboratory property.
9. Security and Safety
Contractor shall comply with Argonne site access, badging, and ES&H requirements. All safety planning is the responsibility of the Contractor.
10. Place of Performance
Building 450, Argonne National Laboratory, Lemont, Illinois.
11. Period of Performance
Work shall be completed after Notice to Proceed and coordinated with Laboratory outage scheduling.
12. Warranty
Minimum five (5) year warranty against coating failure due to workmanship or material defects under normal condenser water service conditions.
