About this file
This document is Amendment A001 to a Request for Quotation (RFQ) issued by the Federal Highway Administration's Central Federal Lands Highway Division for drilling services at Yosemite National Park. The amendment, effective May 29, 2026, replaces specific pages of the original RFQ (pages 1, 4, and the Scope of Work pages 5-7) with updated versions. The quotation due date remains June 11, 2026, with technical questions due by June 4, 2026. Contractors must acknowledge receipt of this amendment prior to the quotation deadline by completing items 8 and 15 on the form, acknowledging receipt on each copy of their offer, or submitting a separate letter or electronic communication referencing the solicitation and amendment numbers.
The RFQ solicits drilling and boring services to investigate pavement and base layer thickness, subsurface conditions, and subgrade soil samples across multiple locations within Yosemite National Park from June 22 through September 26, 2026. The work includes approximately 29 shallow borings (up to 5 feet depth) and 12 deeper borings (10 to 20 feet), with pavement restoration for 41 bore holes. The contractor must provide a truck-mounted drill rig with an 8-inch auger, a two-person drill crew, traffic control with flaggers and two-way radios compliant with MUTCD standards, and per diem for crew members. The bid schedule requires pricing for mobilization/demobilization (mileage-based), drilling hours (24 hours at hourly rate), crew travel (9 hours), pavement restoration (41 each), flag crew mobilization (lump sum), traffic signage equipment (lump sum), flag crew labor (33 hours), per diem for drill and flag crews (up to $267 per person per day for Mariposa, California), and supplies (5-gallon buckets). Payment will be made on a fixed-price basis upon satisfactory completion and government acceptance, with contractors required to submit DOT Form 4220.4 release of claims before final payment.

SCOPE OF WORK
Project Name: CA NP YOSE MULTI(1) Yosemite NP Disaster Supplemental
Project Description/Location. All the anticipated boring locations are within Yosemite National Park. The locations are dispersed throughout the Park as can be seen in the figure below. The purpose of the boring investigation will be to determine pavement and base layer thickness, evaluate subsurface conditions, and collect bulk subgrade soil samples to support project design recommendations. See Figure 1 below.
Figure 1. Yosemite National Park Repair Locations
Scope of Work:
General: The investigative and drilling work is anticipated to take place on or adjacent to roadways in Yosemite National Park. Most roads are paved with 2 to 6 inches of asphalt pavement, but areas with thicker or thinner pavement do exist, and some routes will have
05/29/2026 Amendment A001 segments with no pavement. The drilling sites are accessible for a truck mounted drill rig. The soils beneath the road are believed to primarily consist of silty and clayey sands, sandy gravels, and occasional cobbles. The scope of drilling will include shallow borings (up to 5 feet) and several locations with deeper borings (10 to 20 feet or until refusal). Refer to table below for additional information.
Drilling/Boring Needs & Equipment: Equipment needs include a truck mounted drill rig with an 8 inch outside diameter auger able to advance to 20-foot depths. A two-man drill crew is anticipated. The shallow borings (up to 5-foot depths, but no drilling beyond refusal) are intended to penetrate through the existing pavement structural section and into the underlying subgrade material for the purpose of gathering bulk subgrade samples (~70 lbs. each) and measuring layer depths. The deeper borings (10 to 20 feet) are intended to provide subgrade soil conditions in slide and saturated areas.
Drill cuttings can be dispersed at the site. For the pavement restoration, all borings shall be backfilled with excess cuttings, imported borrow/aggregate, and/or native material and well compacted in 12-to-18-inch lifts. The bore holes within the roadway need to be topped with at least 5 inches of compacted cold patch.
The estimated number of exploration borings and their locations are summarized in the Table below. It is estimated the shallow borings will be on ½ to ¼ mile increments, or as marked. At all locations one or more bulk 70-pound samples are expected to be collected.

Traffic Control: The drilling company is responsible for providing traffic control services during the drilling operations. The road’s two-way ADT will vary depending on location. Expect ADT’s from as low as 100 to 3000+ vehicles per day. Based upon this range of ADT, the traffic control shall include a minimum of two flaggers and two multiple channel 2-way radios. Traffic control equipment, including advanced warning signs, paddles, cones, and other traffic control devices, to be in accordance with the MUTCD.
Working Hours & Wages: It is anticipated that the work will take up to three days to complete, primarily due to the travel time between sites. Drilling work may occur any time from ½ hour before sunrise to ½ hour after dusk. On the days of drilling, meet members of FHWA at a time and location on the route to be designated later.
Davis Bacon wages are not applicable as this is a service contract and not a construction contract.
Other: FHWA will provide personnel on site to determine the locations and depths for each boring sample. FHWA personnel will also log the samples and transport the sample buckets to a shipping location. Utility locates will be coordinated and provided by FHWA in advance. The drilling company may be required to call in duplicate utility locates.
