About this file
This document is a Questions and Answers file for the NV FTBL 1094(1) Wilson Campground Road project dated October 28, 2025. The Q&A addresses three key clarification points for potential bidders, including details about hourly unit price line items (A0720-A0820) for technical work, equipment and operator costs, and billing specifications. Specifically, the responses clarify that items A0720 through A0820 are for technical work ordered by the Contracting Officer, include equipment and operator costs per Section 622 of the FP-14, and that equipment/labor costs for specific work tasks should be included in their respective line items.
The document also addresses a labor line item for a Biological Monitor (Line A0840), which will be paid as a Lump Sum (LPSM) and perform biologist work as required by Special Contract Requirements (SCR) Subsection 107.10(e). Additionally, the Q&A confirms that no pre-bid site visit is scheduled for this project. Potential bidders are advised to carefully review the specific line item instructions and pricing guidance to ensure accurate bid preparation.

Questions and Answers during Advertisement for
NV FTBL 1094(1) WILSON CAMPGROUND ROAD
October 28, 2025
Questions Answers 1 In an effort to ensure we are completing the Bid Schedule properly, we have a question regarding the “Hourly” unit price items.
a) For example, Line Item Numbers A0720 through A0820 include a quantity of 40 hours (with the exception of A0800 which is 80 hours). Are we to assume these line items are a “weekly rate” – and that we are pricing them “per week” – or is the government estimate that we will only need an 8 yard dump truck for a total of 40 hours (per line A0720)?
b) Additionally, for these line items, are we to assume that is the equipment AND operator cost (per hour), or is that standby time for the equipment only?
c) Finally, if these lines are for equipment and labor, does that mean we exclude these costs from the other line items (where this equipment and labor will be utilized) – basically making those items material only?
a) Items A0720 though A0820 are for technical work ordered by the CO and not otherwise provided for under the contract. Refer to Section 622 of the FP-14 and Section 623 of the Special Contract Requirements (SCR’s). For instance, for an item such as A0340 20401-0000 Roadway Excavation any equipment and labor used to complete the work for roadway excavation will be included in that item and will NOT be paid under the 622 and 623 items.
b) Items A0720 through A0780 include equipment and operator cost in accordance with Section 622 of the FP-14.
c) Refer to answer a).
2 Line Item A0840 – which is a labor line item for the Biological Monitor, but this is a Lump Sum unit; whereas, the bid schedule only allows for 80 hours of General Labor (as opposed to a “lump sum” unit of general labor).
Line A0840 62303-1000 Special Labor Hired Technical Services (Biological Monitor) will perform all biologist work as required by SCR Subsection 107.10 (e) and will be paid as LPSM.
For General Labor, refer to the answer given to question 1 a) above.
3 Could you please confirm whether a pre-bid site visit is scheduled for this project?
There is no pre-bid site visit.
