About this file
This document is a Justification for Other Than Full and Open Competition (JOFOC) related to a federal contract opportunity for the reconstruction and widening of Mill Creek Canyon Road in the Uinta-Wasatch-Cache National Forest.
The key details are:
- The U.S. Department of Agriculture, Forest Service has requested the use of a specific vault toilet model and color to maintain consistency and simplify maintenance across the forest. No market research was conducted as the sole-source products are based on the Forest Service's requirements.
- The project consists of reconstructing and widening approximately 4.5 miles of Mill Creek Canyon Road, including drainage improvements, retaining walls, and installation of utilities conduits to support future upgrades. The work includes clearing, earthwork, paving, and other relevant construction activities.
- The Federal Highway Administration will ensure all costs associated with the proposed contract are fair and reasonable through a thorough analysis of the contractor's bid or proposal.
- This contract opportunity will be solicited as a full and open competition with a HubZone preference. No sources have expressed interest in writing.
