Question Response 5/30/2024

1. Is there someone required to be at the gate? See SCR 635.04.

2. Can all work occur in 2025? See SCR 108.01(a), 108.01(d), and other requirements with dates listed in the SCRs to determine if it is feasible for all work to be completed within contract requirements.

3. What is the distance from State Highway 5 to project location.

Refer to online maps . It is approximately nine miles from SH 5 to Summit Lake Parking Lot.

6/10/2024

1. Reference page E-14, 108.01 (d) Do we need to clean the restrooms during the winter shutdown?

Contractor will not be responsible for the regular maintenance of restroom during winter shutdown. See SCR 108.01(d) on contractor responsibilities prior to winter shutdown

2. Reference E-16: Can the 2 each non-work days out of every 14 calendar days be Sundays?

Yes, that is allowed. Non-workdays do not need to be consecutive.

3. Can water for construction be purchased from Summit Lake?

There is no provided water source for this project. Contractor will be responsible for finding a water source, see SCR 105.01 third paragraph.

4. If option X is accepted, are we to assume there will be enough wetland sod available (2,500 SY) from Route 5 construction limits?

Yes, refer to sheet B11 Revegetation Summary. Payment will be made for the actual quantities of work performed and accepted according to the contract. See Subsections 109.02.

5. Reference cross sections 44+98.8-45+10” You do not show the Rock Embankment daylighting on the slope. Is this your intent on these 3 cross sections?

The rock embankment transitions at a 45-degree skew between stations 45+12 – 45+42, see plan sheet C2. The resultant cross sections show this transitioning between rock and embankment fill.

6. Reference cross sections 45+40 & 45+42” Is the Rock Embankment the little triangle on the left side of the embankment?

The rock embankment transitions at a 45-degree skew between stations 45+12 – 45+42, see plan sheet C2. The resultant cross sections show this transitioning between rock and embankment fill.

7. Reference cross section 45+42” there seems to be some unfinish lines on this cross section.

The rock embankment transitions at a 45-degree skew between stations 45+12 – 45+42, see plan sheet C2. The resultant cross sections show this transitioning between rock and embankment fill.

8. Where is cross-section 53+00? See Amendment A002 to include cross section 53+00

9. Reference drawing C2, you have a note that says the Rock Embankment stops at station 45+12 but cross sections 45+20 & 45+30 indicate what I think is some rock embankment. Please explain.

The rock embankment transitions at a 45-degree skew between stations 45+12 – 45+42, see plan sheet C2. The resultant cross sections show this transitioning between rock embankment and embankment fill.

10. Reference page E-42, 204.10: Is the control strip to be 25 ft long or 82 meters long?

See Amendment A002 for correct conversion from ft to meters.

11. Reference page E-42, 204.10: We assume that the ‘control strip’ is to be installed in the roadway in a permanent place, correct?

Yes, the control strip is intended to be placed in a permanent place. Refer to 204.10 second paragraph on verifying and acceptance.

12. Reference Granular Rock (Bid Item A0440): Is this the same material as 703.17 of the specifications? (Granular Rock Backdrain) We can find no other mention of Granular Rock in the specifications.

No, See SCR 703.03.

13. Reference “Wetland Sod Mats” Is there any requirements as to the size of the mats?

Refer to 627.08 and 106.02

14. Under what bid item will the ‘Non-woven Geotextile Fabric’ & the ‘Geogrid’ be paid?

See FP-14 109.05.

15. From previous records when can a contractor expect the majority of the snow to be melted?

Refer to historical data to determine average snow melt and temperatures. Also, as per FAR 52.237-1 offerors or quoters are urged and expected to inspect the site where the work will be performed.

16. Can the Contractor assume that if Schedule X is accepted there will be enough topsoil available and the contractor will not have to import any?

Yes, refer to sheets B10 and B11 Revegetation Summaries. Payment will be made for the actual quantities of work performed and accepted according to the contract. See Subsections 109.02.

17. Reference Bid Item A0380 Removal of Asphalt (500 CY), Drawing B6, Note 1: Exactly where can we potentially expect this 500 CY of asphalt to be located? Is it in the 10” thickness of existing roadway that will be pulverized? We don’t see how this item can be quantified due to the varying thickness of asphalt on the project. You say it can be incorporated into the recycled aggregate base, but if it is not in the 10” of roadway that gets pulverized it won’t meet the graduation. Please give additional details.

The Contractor is advised to review all available information including the plans, Special Contract Requirements, and Pavement Report/Geological Boring Logs. Bid item A038 is intended to cover asphalt removal outside of the existing typical roadway section. Payment will be made for the actual quantities of work performed and accepted according to the contract. See Subsections 109.02.

18. Reference bid item A0460 Cofferdams: Is the cofferdam what you call “welded baffle” on the drawings? We can find the term cofferdam on the drawings.

Refer to Plans sheet A1 line item A460. Cofferdam is intended for the construction of arch pipe. See SCR 602 and Plans sheet D1 for welded baffle.

19. On drawing B-11 you call out that the stripping of the wetland sod is to be 4” They do not make a sod stripping machine that cuts that deep. The max is 2.5” which is the standard depth.

The Government does not control means and methods. Refer to 103.01.
